new decentralised and flexible organisational structureSounds like the anti-terrorism organizations have them on the run. Cell phones, FAXes and blackberries aren't enough. PERSONAL inculcations, rallies, high-fives, indoctrinations, bribes, threats and rewards are the stuff of allegiance.
"Flexible" sometimes means disorganized.
"Decentralized" usually means on the run, hiding out, no place to call home, on the lam, nobody wants us.

Since much of the "wanted" names in the initial deck of 52 most wanted Iraqis have been captured or killed, I wish they would put out a new deck (it works as a great way to understand the "worth" of a captured man and also to denote just how many important players are out of action)
