Is that photo in your post taken in the infamous little room off the Oval Office? And is Monica's hairstyle meant to be that mussed? I think you are referring to this pic:
I made that one a long time ago and it has gone all over the web. It is now sitting on someone else's server - but I don't mind. Gotta get word out about those bums!
Here is the original photo:
I turned it into a sepia tone, copied Monica's right arm and put it over her left so that it looked as if her hand was on Bill's crotch. Then I put some light in between her arm and side so that you could see that it was reaching slightly...
Then I decorated her blouse.
For a finishing touch, I mis-spelled Camelot. Oops.
