If that's smoke and not steam, then as I recall- white smoke means that it's under control.Habemus paper!
And that's probably what was burning. Street people keeping warm, burned a little too much paper.
Insurance fraud for the NYT troubles, that's a bit out of proportion. Bankruptcy easier.
