I'm sorry, but that doesn't apply because Cheney did immediately seek rescue personnel and had the man flown to a hospital, instead of whining, seeking a lawyer, and passing out on a hotel room bed for 9 hours.

Apparently determined it truly was an accident...and that no alcohol was involved.

"They did notify rescue!"
My mistake.
They didn't need to notify Rescue because Cheney has his own medical staff that travels with him, including an Ambulance that is on call at all times.
