Unfortunately, this is not the problem that needs to be solved. The problem that needs solved is how to get rid of BAD weather that delays a military strike.
Just as an aside note though: If the military can do this soon, would weathermen be able to predict the weather in that area any better than they can now? LOL

HAARP is correct... does anybody remember "Weather War" back in the 70's???
i cant remember who wrote it, but once you read it, you never looked at a rainstorm the same again.

War research is the driving force behind most major leaps in technology. War forces sizable investments in technology at the expense of socialism.
Global warming scientists focus on leftist non-solutions rather than developing new technologies to solve climate problems. It will be the war industry that will finally discover ways of actively managing the climate.

I was in the USAF Air Weather Service at Vandenberg AFB. There was an ionospheric sounder in the weather station that we has to take readings for every 12 hours. It measured the activity of the ionosphere that could effect high frequency radio transmissions. During sunspot activity, the ionospheric sounder readings would be off the chart, making high frequency transmissions almost impossible.
