Deputy shoots airman after 100-mph chase (w/video)

CHINO, Calif. - A videotape released Tuesday shows a sheriff’s deputy shooting an unarmed Air Force policeman who recently returned from Iraq as he appeared to obey an order to get up off the ground.

'Get up' Carrion is heard telling the officer he is unarmed and is in the military.

At one point, a voice is heard saying several times: “Get up.”

Carrion says: “I’m gonna get up.” As he rises, at least four shots are fired and Carrion collapses, crying out in pain.

“Shots fired! Shots fired!” someone shouts.

In a telephone interview conducted in Spanish, Valdez said after the shooting, Carrion asks the deputy, “Why did you shoot me if you told me to stand up?” That alleged exchange cannot be heard on the video.

I believe its even lawful to drive to some well lit public place - I know here on long island, we have had many incidents of imposter police officers pulling people over and robbing them - and the real police advise driving to a gas station or something. but how do you communicate that intention to the police car behind you?

With your flashers on until you stop. If you have a cell phone call 911 and say where you are and blue lights are behind you. Tell 911 your intentions. It is standard policy though in most agencies to honor flashers especially at night. If you just slow down they don't know your intentions. Believe it or not I've heard many 25-45 MPH pursuits on the radio. I've only heard of one or two using flashers though. If you pass up a reasonable {SAFE PLACE} opportunity to pull over though using the flashers the officers own discretion is likely the rule then.

Had a friend of ours shot by cops in San Diego area aa few years back. Stopped in the car--told him not to move--he flinched, they shot him several times. No gns, or drugs in the car--Cops said it was a good kill...

Our foreign policies make others hate us enough to kill themselves in order to make a point to us.

I'd have to say Islam has a lot to do with that. I whole heartedly agree with everything else you wrote though. I think this "war on _________" phenomenon is part of what is keeping a lot of people disillusioned with the real war on terrorists that we are in. When you say "war", you'd better mean it, and not cheapen the term by using it for every little situation that comes along. It's childish. I saw something about a "war on obesity" the other day. Idiots!/rant off.

I can't see much on the video, but, if a cop shot me after telling me to "get up," the reason why wouldn't matter much, unless he thought he was acting in self-defense. But it's pretty clear on the video that he wasn't.

I hear you and agree however, Islam has had nothing to do with some of the incidents that have taken place in this Country where people have died to prove their point. Waco no matter your point of view of the people and what they were doing or why the Feds decided to go in as they did. Yet they defended themselves for what they believed in,to the death. My point is I believe local agencies will see more activity like this in the future and that escalates Police responses and the urgency to control the situations thus leaving the public hoping we are dealing with seasoned officers with good judgment. Thats becoming more and more like an expensive gamble. Thanks for your comment.

One Praise be to God that the young GI survived. For both their sakes.

Civilian Peace Officers are subject to errors under stress just like everyone else. Sometimes there are terrible consequences, that is unfortunate, not a reason to condemn. They are constantly being compromised by the political process and their leadership. It is a wonder at times they can more or less function. They need training, guidance, supervision, direction and most importantly good leadership like everyone else. Further they need knowing support and encouragement not the phony "We Support Law Enforcement" Sticker political garbage but one on one encouragement and acknowledgement that what they do has meaning and their contribution is valued. That is the responsibility of the community, the people hiring and paying them. But, just remember when you’re terrifically stressed and or all amped up during a dangerous event it is hard to keep it all together each and every time. We have allowed the Media and people with political agendas to create such a vision of danger beyond reason that the Officers are constantly being kept in an unreasonably high state of stress. This contributes to overreaction and generally makes their lives miserable. It also likely decreases rather than increases their safety.


I would bet if we were not such a legalistic society the Officer would have already apologized to the young man and would be at his bedside doing what he can for him and his family.

Actually, that is not the legal definition. And charges in this area are often the call of the DA--how much force, circumstances, etc. Aggrraveted assault, after all, can be construed as attempted murder. For what it's worth, this incident probazbly could pass the legal standard for such a charge...but it would be highly unlikely for a DA to bring it.

Just a complicated way of saying, You're wrong.

I would think that an honest cop would prefer a well lighted place with witnesses for a traffic stop at night. The witnesses might prevent violent behavior just by being there and wouldn't see any misbehavior the stopee might make up.

Good point about Waco. I hadn't thought about that. I'm pretty sure that old dyke who was A.G. at the time (her name escapes me at the moment)had brought in the military at some point on that. It all goes to support your point though.

amen to that I know if it was me that is what I would do lawyers be damned. I don't know of this deputy is a good person or a JBT at this point however the training and policies that some departments have gone to encourages JBT mindset sometimes

Agreed, while I don't think most cops would be pleased to see a car drive very far after the lights go on, most cops will follow the car until in a safe place to even make the stop. And yes, public settings and witnesses can work in everyone's favor.

I'm a little leary about cva66snipe's post where he said he's taught his daughters not to pull over until they get to a store, even if driving slow and with flashers on... Maybe it's because I'm pretty rural, but I don't know a lot of cops that would have the patience to want to follow 5 or 10 miles to the nearest store... Or even the next freeway exit if there's a good shoulder on the freeway.

Some consideration is good for safety, perhaps moreso with an unmarked car with a light than with a marked patrol car... But common sense needs to rule too.

Another contributing factor is when the Politicians rely on the do more with less philosophy. And do not supply adequate manpower or equipment or training for that matter.

I don't see any basis for that unless you can find some kind of trend beyond what's on this tape.

From the other thread, the cops stopped the guy who took the video 3 times and searched his vehicle. That smell like conspiracy to obstruct justice and civil rights violations. Lean on the cops who made those stops until they give up the bosses.
