C'mon, why'd they even allow her in??? Anyone has to know she's not there to sit politely through the President's speech.
At minimum, she should've been bound, gagged and strip-searched before granting her admission.

What makes no sense? Protesting in the Capitol building is a misdemeanor. T-shirt with something along the lines of "2,xxx dead, how many more" = protesting. It was done in the Capitol building, before the SotU. Hence, protesting in the Capitol Building, which is a misdemeanor. Misdemeanor = crime. Crime -> arrest.
