The Pres is pretty sure of himself. This would be to get all the opinions out and done with, which is happening by dribbles every day anyway. Why not listen to the
elder statesmen?
When everybody has a better idea, bring them all together and let them find out for themselves that not only do they all disagree with you, but no two agree with each other. Gets a lot quieter for a while after.

This is probably a smart move. The atmosphere around the GWOT has gotten so partisan. This is a move to show bipartisanship.
It probably won't work but it will be in the news cycle. Not a bad move.
