My guess is that some jokers at the CIA decided to yank on Jimmy's chain. After they found the plane, they quickly made up this bogus story that they used a psychic. I know people who do stuff like that all the time. They are probably still laughing about it.

My guess is that telling the President we found the plane with a psychic was easier than getting approval to send a bunch of CIA spooks into what was probably a hostile country to retrieve whatever was so important in that small plane.
