White House, McCain reach deal on torture ban

WASHINGTON (Reuters) - The White House and Sen. John McCain have reached agreement on McCain's amendment that would ban torture of detainees in U.S. custody, a spokeswoman for the Arizona Republican said on Thursday.

A White House announcement was expected shortly.

"The deal is done and he's heading to the White House," McCain's spokeswoman said.

Under bipartisan pressure, the White House accepted McCain's amendment, which would ban cruel, inhuman or degrading treatment of prisoners.

The White House had sought protections from prosecution for interrogators accused of violating the rule, but McCain rejected that, saying it would undermine his amendment.

The White House finally accepted McCain's language, which was similar to the Uniform Code of Military Justice, to allow civilian interrogators accused of violating the provision to defend themselves based on whether a reasonable person could have found they were following a lawful order about the treatment of prisoners, congressional aides said.

The administration has been hammered by scandal over the sexual and physical abuse of detainees by U.S. soldiers at Abu Ghraib prison in Iraq, harsh interrogations at U.S. facilities at Guantanamo Bay, Cuba, and reports that the CIA has run secret prisons abroad to hold terrorism suspects.

This is not a good thing, but I listened to McCain and the President and I did not hear the word "degrading" used at all. That is the word that most bothered me. I think McCain did not totally get his way. It was sickening to see him preen from the Oval Office, btw.

Precisely correct. And we are watching the self-serving politicans of Washington continue to reduce this country's ability to prosecture a war. This whole scenario is disgusting and stupid -- because if ANY country passes a law to prohibit torture, they can just go somewhere else to get the work done -- so to speak.

This is NOTHING BUT POLITICAL CRAP ala McCain and the Congressional mob. McCain continues his pandering to his BEST FRIENDS, the MSM.

that's right , they shouldn't be torturing these captives!
They should be flying them out over the Indian Ocean at low level and slow speed and kicking them out of the backs of C-130's ,wearing parachutes and life preservers. Make it interesting for the White Pointers.

WHy are they doing this on TODAY, of all days? Why couldn't the White House wait until tomorrow? Now THIS will be the lead headline, not the successful elections in Iraq.

Sometimes this White House drives me nuts.

About right (in theory at least) - Though in practice our OGAs will simply be contracted out to other Nations now -

Though in some cases this will greatly increase our OODA loop thus making us less effective in certain cases -

This is very bad policy and one of the first real missteps by GWB regarding the GWOT.

Lets hope big assurances were given over up coming deals that need to be made (in the very near future).

Why does the white house even speak with McCain. Lefties NEVER make any concessions that are meaningful and McCain did not make any here. Just veto the damn bill and let the chips fall where they may. McCain is evil and Bush should not be dealing with that devil any more than he should with Ted Kennedy.
