I suspect that "Happy Holidays" rather than "Merry Christmas" has been used for decades.

I disagree. I'm Jewish and prefer Christmas cards from Christian friends, it's their holiday, why should they cater to me? I like well made cards and the words written on them

Then he needs a better list. This is looked at as a personal "holiday" card, and Bush personally celebrates Christmas-- so his personal card should be a Christmas card. It would be different if it were a impersonal card. They are marked in Crawford and everything.
The custom of sending out cards at this time of year is a Christmas custom, dating back to the early 19th century. There is nothing inappropriate about putting "Merry Christmas" on a Christmas card.
You know, if they sent me a happy Hanukkah card, I would just laugh it off and throw it in the trash. I don't get why anyone would be offended. They live in a country where 90% of the people are Christian. If they are that offended by Christiany, move.
I tend to disagree...but then again, it takes a bit more to offend me. Although I am a Christian (pretty fundamentalist by most standards), I would enjoy and feel honored if a Jew sent me a Hanukkah greeting/card/whatever. Anyone offended by receiving a Christmas Card from the POTUS has skin that is WAY too thin for a human being and is likely to whine themselves out of existance on their own...
I personally am disappointed in GW for this....thus it is duly added the the ever increasing list of my disappointments with GW.....
You know - that's what I used to think, too. But I have asked several Jewish friends and I have yet to find one who would be offended by it. That said, I agree with you -- I just don't see what the fuss is about.
