Well, since it was Saddam's aides who carried out his orders that resulted in a war with Iran, an invasion of Kuwait and numerous atrocities it would appear that Bill Clinton is now inhaling.
Clinton was a good and decent aide to Saddam

Reportedly there is much that documents Saddam / Al Qaeda connections as well as a plan do hide WMDs prior to US invasion.
