TUNIS - an agreement on a progressive modification of the Internet was reached Tuesday, avoiding a rupture between the United States, hostile with any international control, and the rest of the world, announced negotiators at the world Top on the company of the information (SMSI) of Tunis.

Are they turning over control over national domains, so that China administers the .cn domain? I seem to recall that a complaint against ICANN was over very slow processing of such.

Agreement in Tunis on a progressive evolution of Internet
TUNIS - an agreement on an evolution of the management of the Internet was reached Tuesday, avoiding a rupture between the United States, hostile with any international control, and the rest of the world, announced negotiators at the world Top on the company of the information (SMSI) of Tunis.
According to diplomats', a few hours before the opening of this top, a working group managed an agreement on the principal clauses relating to the means of controlling the Internet.
With the day before of this top, the Secretary of State associates American with the Trade, in charge of the Communications, Michael Gallagher had recalled in Tunis that the position of the United States aimed at defending "the safety and the stablity" of the Internet. It had indicated that the United States would be opposed to any will to found an international control on the fabric.
"the desire to internationalize or found a governmental supervision on the management of the +noms of domaine+ is an idea malvenue and would amount slowing down the extraordinary breath of the innovation to which we assist", it had says to the press.
The control of the fabric currently concerns a deprived American entity, the Internet Corporation for Assigned Names and Numbers (Icann), charged with allotting the "domain names" such as com, org, fr or ch.
This organization is chapeauté by the American administration, which refuses to share the supervision of it.
"No bureaucrat will solve the problem of the +spams+ and no bureaucracy is able to face the danger of the viruses on the fabric", had underlined Mr. Gallagher.
"Only the world private sector will be able to bring solutions to these challenges", it added, affirming that "the objective of the United States is not to dominate the fabric", but to ensure "the stability and the protection of the system of the domain names" through Icann.
"the management of the +noms of domaines+ will not be yielded to the control of an international organization as it here is proposed", it had informed.
The secretary-general of the International Telecommunication Union, Yoshi Utsumi, had stated before that the 170 countries taking part in the SMSI had agreed Tuesday on the need for taking part "on an equal footing" in the control of the Internet.

U.S. Keeps Oversight Of Internet Addresses
TUNIS, Tunisia -- The U.S. fought back a host of nations at a global summit here and retained oversight of the technical foundation of the Internet. In exchange, the U.S. agreed to create a forum to discuss a wide array of Internet policy issues.
