The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Australian church fire fuels more fears of race riots

SYDNEY - A suspicious fire at a Sydney church hall early Wednesday
and shots fired during a Christmas carol service heightened tensions
as Australians braced for more racial violence between whites and
ethnic Arabs.

Four men were seen near the Uniting Church hall, which is next to an
Islamic centre in the multicultural suburb of Auburn, before the fire
broke out in the early hours of the morning.

"I've been in contact with the police this morning and the police are
treating it as suspicious," New South Wales state Premier Morris
Iemma said.

Asked in a television interview if the blaze -- finally contained after
two hours -- was related to the recent race riots in the Sydney
suburbs, Iemma responded: "It may be".

Dozens of people have been arrested and injured since Sunday in the
nastiest racially-motivated unrest in Australia for decades, prompting
authorities to deploy hundreds of extra police officers to avert further
violence.

Also in Auburn, a Christmas carol service at a Catholic primary school
was disrupted on Monday evening when men of Middle Eastern
descent fired shots into parked cars and verbally abused parents and
children.

No one was hurt in the incident, which was condemned by Sydney's
Catholic Archbishop Cardinal George Pell as "apparently motivated by
religious intolerance".

DRUGS, VIOLENCE, & HUMAN TRAFFICKING DRAW PASTOR TO U.S.-MEXICO BORDER TOWNS
Middle-Eastern Men Pretending to be Mexicans?

BROWNSVILLE, TEXAS (ANS) -- When the sun goes down along the U.S border area surrounding Brownsville and Matamoros at least a handful of people will die each night. In an area where drugs and human traffic move 24 hours a day, accidents, assaults, drug use and gang killings all take their toll.

“Most Americans don’t understand the spiritual significance of the terrible evil constantly penetrating into the U.S. through border cities,” says Pastor Roberto Morales, founder of Robert Morales Ministries. “This is where the enemies of America are coming in,” he says. “We cover the border in the name of Jesus.”

As the midnight hour approaches and the church slumbers, border cities spring to life. “There is a restlessness 24 hours a day,” Morales notes. “Once it’s dark there’s prostitution among girls younger than 13,” he says. “Marijuana and cocaine are sold in parks, stores and alleys.” Bars and nightclubs are the place to buy weapons, drugs, or hire an assassin for unfinished business, according to Morales.

In addition to a continual flow of immigrants seeking work, other influences are seeping across the porous border. “It’s not just illegal people,” Morales says. He cites drugs, disease, toxic agents, and occult groups.

“They are here and more are coming,” he says. “They are enemies of God.” Morales believes their plans and intentions are meant to “annihilate the nation God raised” to proclaim the gospel to the rest of the world. “We need to have revival at the border before we have a war,” he says.

On two occasions Morales had contact with Middle Eastern men who seemed suspicious. At a center he runs in Oaxaca, a young, intelligent Egyptian man approached Morales after noticing his Texas license plates—something rare in Oaxaca. “He looked like a Mexican man,” Morales notes. “He wanted me to bring him to the border.”

In Reynosa, another Arabic man approached him about buying a car. The man seemed to have plenty of money at his disposal. “You hear a lot along the border,” Morales says. “The presence of these people is here,” he notes. “They’re not what they say they are.”

“They can buy their way in because they have money,” he adds.

Morales feels called to minister in the streets—on both sides of the border. “Street ministry is nothing new,” he says. “Jesus preached in the streets all the time.”

“The borders are full of people who steal and kill,” Morales says. “It’s a good place to fish and get them saved,” he says. “We give them the gospel and reach them at their point of greatest need.”

“If I reach my hands in the sewer sometimes I find diamonds,” he adds.

One of the unusual gemstones involved in his ministry is a man named Arturo Martinez de la Cruz, once an assassin for a Mexican drug cartel. “He killed 23 people and was the best gun in the cartel,” Morales says. In the past, he was imprisoned in Arizona and California. Almost every state in northern Mexico was looking for him, so he traveled south, hoping to escape detection.

“He got saved at our center in Oaxaca,” Morales says. A 16-years-old at the center saw Martinez de la Cruz walking down the street drinking a beer and called out to him: “Get the drugs out of your eyes. What you need is Jesus.”

Two days later, Martinez de la Cruz showed up at the center. “He stayed for one week without talking,” Morales recalls. “Then the Spirit of God fell on him and he started weeping like a woman.” Tattoos still cover his body and a bullet rests just above his heart. “Now he’s married and has two children. He’s a good preacher.”

Morales has another former gang leader involved in his ministry. This man led assaults on places where drugs were hidden by other gangs. “Please don’t ask how many people I’ve killed,” he said to Morales, after he was saved.

Both former gang leaders testify mightily to God’s transforming power. “You wouldn’t believe the joy in their families,” Morales declares.

To support his ministry, Morales and his team work with their hands, making concrete blocks or washing cars. Some are sent out into the streets selling candy. “I never thought I’d be selling candy,” one former gang member told him. “I used to sell cocaine.”

At his rescue center in Matamoros he teaches children the dangers of drugs. “It’s like a church without make-up,” Morales notes. “We have a few tables and chairs and we get into the Word of God,” he says. “Sundays we cook a big meal, play good music, and I preach.”

Morales hopes to set up rescue centers all along the U.S.-Mexico border. “We establish relations with the community and most of the time they want us,” he says. Some cry when they find out Morales wants to plant a church near the cheap hotels that cater to prostitution. “We come here because we love them,” he says. “We believe God brought us here to love these people.”

Like the U.S. C-130 Hercules, the Shaanxi Y-8 four-engine turboprop transport aircraft has been developed into many special purposes variants. The PLA Air Force was known to be have been using the Y-8 for special electronic warfare (EW) missions including electronic intelligence (ELINT) and offensive electronic countermeasures (ECM) in the past, but little was known about these programme until an electronic warfare variant Y-8 was first spotted in operation in Summer 2004.

While detailed information regarding the onboard mission equipment is not available, it is believed that the new EW/ELINT variant Y-8 is equipped with an extensive array of sophisticated intelligence gathering equipment to monitor enemy electronic activities. The aircraft may also be capable of launching offensive jamming against enemy communications and radar systems.

Court Allows Extradition Of Dutch Terrorist Suspect To US

ROTTERDAM, 13/12/05 - The Netherlands may extradite the Dutch suspected
terrorist Wesam Al Delaema to the United States, a court in Rotterdam
decided yesterday. The Americans suspect him of conspiring to commit
attacks
on American troops in Iraq in 2003.

The Netherlands has as far as is known never before extradited a Dutch
citizen suspected of terrorism. V. Koppe, lawyer for the 32-year-old
Dutch
citizen of Iraqi origin, announced immediately after the verdict that
an
appeal would be made against the decision. Koppe insists that his
client
should be tried by a Dutch criminal court.

The Dutch Public Prosecutors' Office (OM) had already instigated its
own
proceedings against Al Delaema for the same crimes as those for which
the US
wants to try him. But the OM now considers the interest of the
Americans in
this case greater than that of the Netherlands.

The Rotterdam court saw no objections to the extradition. The suspect
would
be tried by a federal American court and his rights would be
guaranteed, the
OM claimed. There is also the possibility that if convicted, Wesam Al
Delaema may eventually serve his sentence in the Netherlands.

Koppe has no confidence at all that the rights of his client will be
respected in the US. "What is in store for him if Washington brands him
as a
enemy combatant? We can now be fairly certain that the Americans do not
eschew torture in cases of this sort," he observed. "Guarantees from
the US
are worthless, since we know that in the war against terrorism, they
are
pushed aside without hesitation."

The suspect, arrested in Amersfoort last May, travelled to the area of
his
birth in October 2003, where he allegedly prepared an attack on an
American
military convoy with members of the militant movement Fighters of
Fallujah.
The police found a videotape in his home showing preparations for an
attack
using a mine.

Al Delaema claims he was forced to take part in the video. "They would
behead me if I did not collaborate", he stated earlier. Koppe claims
his
client came to Iraq to get married. In the past, the Iraqi set himself
on
fire in Amsterdam during an anti-US demonstration, and burnt his hands.

TUNISIAN CITIZEN FORCED TO LEAVE ITALY

(AGI) - Varese, Dec. 12 - Mohammed Akremi Gharsellaoui, the Tunisian citizen who was recently forced to leave Italy following the application of new anti-terrorism regulations, is suspected of incitement to terrorism and supporting illegal immigration. Varese's police chief Giovanni Selmin explained that the measures taken in connection with this case are in line with those taken in similar cases such as that of Ben Said Faycal and the former imam of Varese and his close aids".

According to the investigations, Gharsellaoui operated between Varese, Gallarate and a number of European countries, such as France, Switzerland and Tunisia. Last Saturday, the judge in charge of preliminary investigations ordered that 40-year-old Gharsellaoui be deported to Tunisia where he is charged with a number of crimes.

The man is thought to be linked to Islamic radical groups inciting to international terrorism. According to Varese's chief prosecutor Maurizio Grigo "a great deal of evidence has been collected against him and will be examined pending further measures".

The police and the Carabinieri involved in the operation that led to the deportation of Gharsellaoui carried out searched in both his house and those of other 11 people.

During searches, they found videos inciting to the jihad as well as Cd-roms and floppy-disks.

The videos show training camps in Lebanon and the Palestinian territory.

Some of them feature threats and celebrations following terror attacks carried out in Iraq and the Middle East.

Documents of money transfers possibly aimed at financing international terrorism were also found during the searches".

Al-Qaeda Networks Uncovered in Morocco
Stephen Ulph

Investigations into Jama'at al-Tawhid wal-Jihad bil-Maghrib (the
Monotheism and Jihad group in Morocco) cells broken up by Moroccan
security have revealed the inroads al-Qaeda has made into the region
(see Terrorism Focus, Volume II, Issue 22). From the testimony of
the arrested Belgian national Mohamed R'ha, al-Qaeda has emphasized
the restructuring of its organization in Saudi Arabia and set up
affiliate organizations in North Africa. As part of the broader
restructuring plan, the Algerian Groupe Salafiste pour la
Prédication et le Combat (GSPC) is to rejoin bin Laden's
organization and provide support bases for its expansion, in order
to more effectively target pro-U.S. regimes in the region.

The details released from the investigation add to the messages that
were intended to be delivered to bin Laden via Abu Baseer the
Algerian. The first of these was the call to active al-Qaeda
operatives in Saudi Arabia that had already been installed to
replace the recent losses from Saudi intelligence crackdowns. A
second message contains the plan to have the GSPC make formal bay'a
(allegiance) to Osama bin Laden and take over the administration of
the North African jihad under this aegis. The third message
indicates efforts to create al-Qaeda organizations in each North
African country and a program to unite them with North Africans
residing in Europe. The process behind these objectives includes the
recruitment of volunteers for training in GSPC camps in Algeria,
followed by their military activity against the Algerian security
forces, before being sent to Syria, pending suicide operations
carried out by members across the border in Iraq. Moroccan
volunteers who returned to North Africa would form sleeper cells
awaiting instructions from al-Qaeda.

Volunteers from North Africa have played important roles in al-
Zarqawi's group in Iraq, but interestingly, UPI reported on December
4 that al-Zarqawi appears to have rejected a contingent of Algerian
recruits, fearing that they were infiltrated by U.S. intelligence.
The thoroughness of the security response in North Africa is making
security difficult for the mujahideen. Following the May 2003
multiple bombings in Casablanca, the arena has become even less
orderly, with a number of previously unknown groups declaring
themselves and issuing threats against the government. One
group, "The Moroccan Islamic Army for Shari'ah," has been issuing
threats to leading Socialist figures such as Minister of Territorial
Development Mohammad al-Yazghi, the head of the socialist bloc in
parliament Idriss Lashgar and Minister of Economy and Finance
Fathallah Oualalou. Meanwhile, remnants of the Ahl al-Sunna wal-
Jama'a, heavily affected by the post-Casablanca crackdown, formed
the Usbat al-Falah (The Salvation League) and announced its
existence in a communiqué from the Syrian jihadi forum Minbar Suriya
al-Islami last November, declaring jihad on the Moroccan state
(www.nnuu.org/vb; Focus Volume II, Issue 20).

On November 24, a day after the posting on the Usbat al-Falah, the
same Syrian forum hosted a posting containing the Charter of the
Jama'at al-Tawhid wal-Jihad bil-Maghrib signed by two Moroccans,
the "commander" Abu al-Zubayr and the "media wing" Abu Muhammad. The
text, addressed "To the Lions of Monotheism in all parts of the
country," issued complaints against the Moroccan state, focusing on
the substitution of the Shari'ah with a "government based on man-
made infidel laws," and the "education of a new apostate generation
that will tend the seedling of the infidel colonizers after their
departure." The Charter identifies these as more dangerous than the
colonizers, "since this group comes from among us, speaks our
language, and most of the populace know little about them; the
disbelief of apostasy is more injurious than original disbelief."
The Charter goes on to describe the existence of "a blessed group
resolved to rise up against the criminal tyrant [King Muhammad VI],
to fight him and his party … in the path of jihad in the land of
Tariq bin Ziyad [the Conqueror of Spain] and [leader of the
Almoravids] Yusuf bin Tashufin … to fight the apostate hordes and
tear up their roots." The authors of the Charter, however, lay
stress on the limitations they place on the process of takfir
(declaring someone a disbeliever), confining it to those committing
overt acts contrary to the core practices of Islam, rather than
extending to the evaluation of the individual's level of personal
piety. This, no doubt, distinguishes the Jama'at al-Tawhid wal-Jihad
bil-Maghrib from the takfiri groups such as the Algerian GIA, or the
absolutist excesses of Abu Mus'ab al-Zarqawi (www.nnuu.org/vb).

IMMIGRATION NOTES

A new report says nearly 8 million immigrants came to the United States
in the past five years -- more than any other five-year period in
history -- and that nearly half of them were illegal aliens.

As of March, there were 35.2 million legal immigrants and illegal
aliens in the United States, according to the report, released yesterday by
the Center for Immigration Studies.

'Contrary to public perception, immigration hasn't really slowed. The
last five years' total are the highest ever,' said Steven A. Camarota,
author of the report, which is based on Census Bureau data.

Although 7.9 million immigrants arrived from 2000 to 2005, the
foreign-born population grew by 5.2 million because 500,000 or more die or
return to their home countries every year. According to Mr. Camarota's
figures, 3.7 million illegal aliens arrived in the United States during
this period.

Judge Clears Way for Border Fence

San Diego (AP) -- A federal judge on Monday lifted the final legal
barrier to completing a border fence meant to thwart illegal immigrants in
the southwestern corner of the U.S.

The project comprises 14 miles of additional fencing in San Diego. In
September, Homeland Security Secretary Michael Chertoff waived all laws
and legal challenges to building the final 3 1/2-mile leg through
coastal wetlands to the Pacific Ocean.

The Sierra Club and other environmental groups had argued that Chertoff
lacked the authority to do what he did.

Border Lawmakers Hold Binational Meet

Legislators from the 10 US-Mexico border states held their annual
legislative forum this past weekend in El Paso, Texas. Now in its 12th year,
the forum addressed immigration, security, environmental and logistical
issues.

Mexican federal Senator Jeffrey Jones contended that the Mexican
Congress is blocking economic reforms that might create better employment
opportunities in his country.

'It's not an intelligent policy for a nation to expel its people,' Sen.
Jones said. 'Emigration should be optional and not necessary.'

Also discussed at the meeting was the persistent problem of the
millions of used tires littering the border landscape. Daniel Chacon, the
director of the Ciudad Juarez-based Border Environment Cooperation
Commission, reported to the legislators that 1.3 million tires were scrapped in
Mexico from 2004 to 2005, mostly in Chihuahua and Baja California.
Chacon added that 41 percent of discarded tires in Mexico are used to
generate energy for cement plants.

12,000 to take citizenship oath

Marie Henri cannot speak much English, but her attachment to the United
States is evident.

She smiles broadly and puts her hands on her chest when she explains
why she wants to be an American.

''I'd get very sad before when my children, who are U.S. citizens,
voted on Election Day and I couldn't,'' said Henri, 71, a native of Haiti
who arrived in the United States in 1999. ``Those were very sad days.''

Henri is among the more than 12,000 women and men who will realize
their American dream when they take the oath of allegiance in four mass
naturalization ceremonies at the Miami Beach Convention Center today and
Wednesday. Henri is scheduled to recite the oath at 9 a.m. today.

It's the largest number of new citizens to take the citizenship oath in
South Florida in recent years. The largest single local citizenship
ceremony took place July 4, 1986, when 14,200 immigrants attended a giant
ceremony at the Orange Bowl.

Nationwide, about 450,000 people become U.S. citizens each year --
including 10,000 military service members naturalized through an expedited
process that began after 9-11 and the war on terror.

IRAQ: TWO EX-SAUDI POLICEMEN ARRESTED IN DESERT

Baghdad, 13 Dec. (AKI) - Two former members of the Saudi security
services
have been arrested by the Iraqi border guards as they tried to enter
the
country illegally to carry out attacks, according to a spokesman for
the
border guards. Saadun al-Jabari was cited by the Kuwaiti newspaper
al-Seyassah as naming the two men as: "Inspector Mohammad Saaid
Abdullah
al-Qahtani, born in 1970, an official of the Saudi interior ministry,
and
Hadi Aamash Sulayman al-Ali al-Shamri, a trainer born in 1972 in the
city of
Hayl."

"Both of them were in a vehicle and had various electronic equipment
with
them and a large quantity of money in dollars and Saudi riyals," he
added.

The Iraqi border guards said they detained the two Saudi officers in
the
desert area of Samawa, near the border with Saudi Arabia and claimed
the men
had admitted to trying to carry out sabotage operations ahead of the
elections on Thursday.

A spokesman from the Saudi interior ministry was quoted by the Saudi
Press
Agency as saying: "The arrest took place on Friday after security
officers
at Shiba sector noticed a car which crossed the border into Iraq... The
border guards informed the Iraqi authorities and the Iraqis stopped the
car
which was carrying two Saudis.

However, the Saudi authorities denied that the men were former police
officers, saying: "Documents carried by the two Saudis showed that one
of
them [al-Qahtani] was working in the prisons department and was
suffering
from psychological problems which led to him resigning from his job.
The
other Saudi works as a teacher."

IRAN: ONE MILLION DOLLAR 'GIFT' FOR JOURNALISTS


Tehran, 13 Dec. (AKI) - The Iranian minister for culture and Islamic
guidance, Mohammad Hossein Safar Harandi, has announced that by March,
the
government will give the Iranian Professional Journalist Association
one
million dollars to be distributed "as they see fit among the
journalists".
The 'gift' was announced just one week after a C-130 military plane
crashed
into a ten-storey building killing killed 108 people including dozens
of
journalists who were on board the flight.

The offer of money also comes after the union called for an independent
investigation into the accident.

"This decision is not linked to the recent tragic events, and there are
no
obstacles of any kind, either bureaucratic or political, to prevent the
government from going ahead with this initiative," said Safar Harandi.

The minister said that the list of the beneficiaries of these million
dollars has been drafted by Iranian Professional Journalist
Association, and
he added that "the government will not make any modifications to that
list."

Rome, 12 Dec. (AKI) - A Palestinian newspaper has reported that after a year of silence, Osama bin Laden will soon release a new audio message to be broadcast on television.

The weekly al-Manar newspaper also says the al-Qaeda leader has decided "along with his aides, to carry out attacks in the New Year," and may strike Afghanistan, North Africa and countries from the former Soviet Union in particular.

The long article in the Jerusalem-based publication cites a source it describes as "well-informed and close to the Islamic terror organisation," and claims that when the US attacked Afghanistan, Osama bin Laden moved to a state in the Central Asia area, where he has been taken care of without the knowledge of the government. The source also says the Saudi terror leader receives regular reports from his collaborators in different countries around the world and is in contact with some of them, but never uses email or the Internet.

The source also reveals that al-Qaeda is re-establishing its cells in Afghanistan and has delegated its leadership to three people. "One of the members of this triumvirate is Afghan," al-Manar writes, "and has been given the task of looking after relations with the Taliban so that the two movements can coordinate over which targets to strike and the funding to raise."

However, according to the Palestinian weekly, funding is not a problem for al-Qaeda. "There are actually companies and businessmen who continually give the organisation economic support," the source said. "Al-Qaeda is part of several commercial companies who use frontmen." He also told al-Manar that bin Laden's group has formed cells within the security services of several countries, asking them to await further instructions. Secret armed groups also appear to have emerged in many other countries, but these do not use the name al-Qaeda and rely on the help of people who sell weapons on the black market.

The last message attributed to bin Laden appeared on 16 December last year. In it, he spoke about the militant attack on the US consulate in the Saudi city of Jeddah some ten days earlier, in which five non-American members of the consulate staff were killed and all the attackers were either killed or captured.

Two weeks later militants launched a relatively unsuccessful attack on the interior ministry in the Saudi capital Riyadh, but al-Qaeda later admitted in a message that the aim had been to kill the interior minister and his son. Instead, police killed seven militants they said were involved immediately after the attack when they raided a house in the city.

The Palestinian newspaper reports that al-Qaeda recognises its failure in several of the attacks it has tried to carry out in Saudi Arabia.

"Their bosses claim that so far they have not managed to strike Riyadh as successfully as they had planned," it says.

It goes on to cite the source as saying that in an internal reorganisation of the network, bin Laden has chosen eight of his aides to coordinate.

Four of them are currently in different countries, two are by his side, while the other two operate as the links between bin Laden and his other aides.

Supporting theories that his long absence is just the prelude to a series of new attacks and that it has been caused by differences with his deputy, the Egyptian doctor Ayman al-Zawahiri, is the current Saudi ambassador to the United States, Prince Turki al-Faysal. In an interview several days ago for the Saudi newspaper al-Riyadh, the former head of the Saudi secret services said he believes bin Laden is still alive and is hiding near the border between Pakistan and Afghanistan, but "There are several indications of differences between bin Laden and Ayman al-Zawahiri," he said.

He also said he believes al-Qaeda is still capable of carrying out attacks though, and its members are still taking orders from bin Laden.

However, his view is in sharp contrast to that of the US ambassador to Pakistan, Ryan Crocker, who said on Monday that he does not believe bin Laden still has operational control of the network. "I don't know if Zawahiri is heading al-Qaeda or not; what I do know is that al-Qaeda is in serious trouble these days," he said.

BORDEAUX - A plane en route from Malaga to Holland was forced to make
an
emergency landing at Bordeaux airport in France after the airline
received a
bomb threat.

The Transavia airline received an anonymous call in English saying that
there was a bomb aboard the plane, which was carrying 63 people, an
airline
official said.

After touching down in Bordeaux at around 12.30 pm, the aircraft and
passengers were searched, but no suspicious items were found.

The plane was due to leave for its original destination in Rotterdam
later
on Tuesday.

A Tansavia spokeswoman said: "Twenty minutes into the flight we
received a
call at our Spanish office warning of a

bomb on board."
