The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Just snuck back into the computer room for a quiet moment while madness reigns about me in the rest of the house. Saw you guys were posting. The peanut butter pie sounds great. May try it tomorrow. Will still have lots of company here.

We had a really neat thing happen while ago. A big horn ram showed up in our front yard. He had a three quarter curl in his horns. What a sight. He was magnificent. He must have wandered down from the higher hills looking for water. Terribly dry here right now.

I wish you a blessed and peaceful Thanksgiving.

Beautiful sight! My father saw a peregrine falcon snatch a pigeon in midair right in the middle of his street yesterday. We're looking for him now.

ARTICLE SNIPPET: "The body of Jeryl Anthony Singleterry, 26, of Edgewood, was found shortly before 6 a.m. in a minivan. He had suffered an apparent gunshot wound to the upper torso, police said.

Singleterry was last seen about 4:45 p.m. Monday, driving from his grandmother's house in Baltimore in the van.

His family later received phone calls saying he had been kidnapped and demanding ransom, police said.

The family did as instructed, dropping off tens of thousands of dollars in cash at sites around Baltimore County. But they didn't hear from Singleterry after 9 p.m. Monday and called police Tuesday afternoon."

ARTICLE SNIPPET: "JEMAAH Islamiah mastermind Azahari bin Husin was planning a suicide bomb attack on the memorial service held in Kuta last month for the 202 people who died in the Bali nightclub bombings three years ago.

The October 12 service was attended by 300 people, including Foreign Minister Alexander Downer, Justice Minister Chris Ellison, Bali Police Chief I Made Mangku Pastika and at least 50 relatives of the 88 Australians who died.

The JI bombmaker, who was killed in a shootout with police earlier this month, was also considering mounting attacks on a range of other Bali targets, including the airport, the Ubud art market, temples, restaurants and the zoo, according to a detailed document titled The Bali Project obtained by Indonesian police.

Intelligence sources in Indonesia told The Australian the document, found on a computer disc carried by one of Azahari's JI colleagues, detailed the plan to bomb the memorial service.

It was abandoned only because of the high level of security at the service.

Instead, JI chose to attack a fortnight earlier, with three suicide bombs in Bali restaurants that killed 23 people, including four Australians.

The undated document, which was written some time after the most recent attacks at Jimbaran Bay and Kuta Square in Bali, contains the names, ages and nationalities of the victims, and a "debriefing" about the attacks."

This Travel Warning for Nigeria is being issued to update information on road travel and business scams, and to note concern about the presence of groups and individuals linked to international terrorism. The Department of State continues to warn U.S. citizens of the dangers of travel to the country. This Travel Warning supersedes the Travel Warning issued July 19, 2004.

The lack of law and order in Nigeria poses considerable risks to travelers. Violent crime committed by ordinary criminals, as well as by persons in police and military uniforms, can occur throughout the country. Kidnapping for ransom of persons associated with the petroleum sector, including U.S. citizens, remains common in the Niger Delta area. Religious tension between some Muslim and Christian communities results in occasional acts of isolated communal violence that could erupt quickly and without warning. The states of Kano and Kaduna are particularly volatile. Rival ethnic groups have clashed violently in the Niger Delta region around Warri city and in Southeast Plateau State. Senior al-Qaida leadership has expressed interest publically in overthrowing the government of Nigeria. Links also were uncovered connecting Nigerians to al-Qaida in 2004.

Periodically, travel by U.S. mission personnel is restricted based on changing security conditions, often due to general strike or student/political demonstrations. U.S. citizens should contact the U.S. Embassy in Abuja or the U.S. Consulate General in Lagos for up-to-date information on these restrictions. (See below for contact information.)

Road travel is dangerous. Robberies by armed gangs have been reported on rural roads and within major cities. Travelers should avoid driving at night. Because of poor vehicle maintenance and driving conditions, public transportation throughout Nigeria can be dangerous and should be avoided. Taxis pose risks because of the possibility of fraudulent or criminal operators, old and unsafe vehicles, and poorly maintained roads. Road travel in Lagos is banned between 7:00 and 10:00 AM on the last Saturday of every month for municipal road cleanup; police vigilantly enforce the ban.

Most Nigerian airlines have aging fleets, and maintenance and operational procedures may be inadequate to ensure passenger safety.

Some Nigerian-based criminals conduct advance fee fraud and other scams that target foreigners worldwide. These fraudulent activities pose great risk of financial loss. Recipients traveling to Nigeria to pursue such fraudulent offers have been subject to physical harm, and local police authorities are often unwilling to help in such cases. No one should provide personal financial or account information to unknown parties. Under no circumstances should U.S. citizens travel to Nigeria without a valid visa -- an invitation to enter Nigeria without a visa is normally indicative of illegal activity. Furthermore, the ability of U.S. Embassy officers to extricate U.S. citizens from unlawful business deals and their consequences is limited. Persons contemplating business deals in Nigeria are strongly urged to check with the U.S. Department of Commerce or the U.S. Department of State before providing any information or making any financial commitments. The U.N. nuclear watchdog is set to endorse an initiative on Thursday to
give Iran more time to reach agreement with major powers on its
nuclear ambitions. Word from Iran on Wednesday that it expected to
unfreeze dialogue with the European Union has been seized on by
members of the International Atomic Energy Agency (IAEA), ahead of
their board meeting on Thursday, as a sign of flexibility from Tehran
after months of digging in its heels.
