The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Funny this came up tonight. My googling is to tie China, Russian Mafia
(Russian Mafia is who torn the wall down tin foil) and the oligarchs to

If only I were a senator.

For two years, I have been working to obtain copies of unclassified
documents discovered in postwar Iraq. My reasoning is simple: If we
understand what the Iraqi regime was doing in the months and years
before the war, we will be better able to assess the nature of the
threat posed by Saddam Hussein and, perhaps, to better understand
the insurgency. It's not a light subject, to be sure.

New Documents Reveal Saddam Hid WMD, Was Tied
to Al Qaida

Recently discovered Iraqi documents now being translated by U.S.
intelligence analysts indicate that Saddam Hussein's government
made extensive plans to hide Iraq's weapons of mass destruction
before the U.S. invasion in March 2003 - and had deep ties to al Qaida
before the 9/11 attacks.

The explosive evidence was discovered among "millions of pages of
documents" unearthed by the Iraq Survey Group weapons search
team, reports the Weekly Standard's Stephen Hayes.

In the magazine's Nov. 21 issue, Hayes reveals that the document
cache now being examined contains "a thick stew of reports and
findings from a variety of [Iraqi] intelligence agencies and military
units."

Though the Pentagon has so far declined to make the bombshell
papers public, Hayes managed to obtain a list of titles on the reports.

Topics headlined in the still embargoed Iraqi documents include: •
Chemical Agent Purchase Orders (Dec. 2001)

• Formulas and information about Iraq's Chemical Weapons Agents

• Locations of Weapons/Ammunition Storage (with map)

Still other reports suggest that Iraq's ties to al Qaida were far deeper
than previously known, featuring headlines like:

• Secret Meeting with Taliban Group Member and Iraqi Government
(Nov. 2000)

• Document from Uday Hussein regarding Taliban activity

• Possible al Qaeda Terror Members in Iraq

• Iraqi Effort to Cooperate with Saudi Opposition Groups and
Individuals

• Iraqi Intel report on Kurdish Activities: Mention of Kurdish Report on
al Qaeda - reference to al Qaeda presence in Salman Pak

• [Iraqi Intelligence Service] report on Taliban-Iraq Connections
Claims

• Money Transfers from Iraq to Afghanistan

While the document titles sound stunning enough to turn the Iraq war
debate on its head, Hayes cautions that it's hard to know for certain
until the full text is available.

It's possible, he writes, "that the 'Document from Uday Hussein
regarding Taliban activity' was critical of one or another Taliban
policies. But it's equally possible, given Uday's known role as a
go-between for the Iraqi regime and al Qaeda, that something more
nefarious was afoot."

"What was discussed at the 'Secret Meeting with Taliban Group
Member and Iraqi Government' in November 2000? It could be
something innocuous. Maybe not. But it would be nice to know more."

Hayes also notes that an additional treasure trove of evidence on
Saddam Hussein's support for al Qaida may be lost forever.

"When David Kay ran the Iraq Survey Group searching for weapons of
mass destruction, he instructed his team to ignore anything not
directly related to the regime's WMD efforts," he reports.

"As a consequence, documents describing the regime's training and
financing of terrorists were labeled 'No Intelligence Value' and often
discarded, according to two sources."

Italy arrests three terror suspects

ROME (AP) — Authorities have arrested three Algerians believed to have links to an Algerian militant group that has allied itself with Osama bin Laden, police said Thursday.

Italian news reports said the three were suspected of preparing a terrorist attack in Italy.

Two of the suspects were arrested in Brescia, northern Italy, and one in Naples, an official from the Carabinieri paramilitary police in Naples said.

The three, arrested on Tuesday night and Wednesday, are suspected of links with the Algeria-based Salafist Group for Call and Combat, said the official, who said he could not use his name under Carabinieri practice.

They were detained on suspicion of association with the aim of international terrorism — a charge introduced in Italy after the Sept. 11 attacks, the official said.

He declined to give further details ahead of a judge's decision on whether to uphold the arrests, expected later Thursday.

Investigators believe the three were preparing an attack — and weren't merely in Italy to provide logistical support such as false documents, which has been a common accusation against terrorism suspects in Italy, Il Messaggero daily and the ANSA and Apcom news agencies reported.

Il Messaggero said the three were suspected of planning an attack in Rome, or failing that in Naples or Brescia.

ANSA identified the three as Yamine Bouhrama, Khaled Serai and Mohamed Larbi. It said Bouhrama and Serai had lived in Norway with false documents obtained in France.

One of the three men had allegedly received training at camps in Afghanistan and Chechnya, ANSA and Apcom said.

The Salafist Group for Call and Combat is the most organized group among Algerian insurgents who have been battling the North African state since 1992.

Italy raised its security alert after the July 7 suicide bombings in London's transit system, stepping up measures at airports, government buildings, embassies and monuments.

Gold is up huge at the moment. I know there can be lots of reasons but it always makes me nervous when I think of that pre 9/11 spike and all those people cashing in on the forknowledge of the murder to come.

Norway link to terror suspects

Two of the three Islamist terrorism suspects arrested in Italy on Wednesday lived in Norway under false identities.

Two of the three Algerians, Yamine Bouhrama and Khaled Serai, allegedly used forged identity papers acquired from France during their stay in Norway, according to Italian police.

One of the Islamists has reportedly trained in Afghanistan and Chechnya.

Italian media reported that the trio was suspected of planning a terrorist attack in Italy.

The men are also suspected of links with the Algeria-based Salafist Group for Call and Combat, according to an official from the Carabinieri paramilitary police in Naples. The Salafist movement has links to al-Qaida.

On Thursday morning Norway's Police Security Service (PST) was holding a meeting prior to making an official statement. The Italian Ministry of the Interior is also expected to make an announcement about the arrests on Thursday.
