You guys miss the innuendo.
The troop level for Iraq was as high as approx 156,000 for the referendum for the constitution.
I suspect that the military took advantage of troop rotation to get the level up that high. So naturally the military is going to reduce the level of troops in the coming months.
So, 20,000 minus 156,000 = 136,000
I am betting that 20,000 troops were already planned to come home in the coming months and Kerry is going to claim victor for making that request and the military obliging him.
See how much pull sKerry has with the Pentagon. They listen to him /sarcasm

Mmmm, yeessss, Bush is attacking Plame and Wilson to draw attention away from the "Iraq Debacle". It seems to me that John Fleein' Kerry is trying a bit of projection. "Oh, look at me, I'm so special I'll attack Bush's record in the National Guard to get focus off those embarrassing Swift Vets for Truth and their mean media campaign." Not gonna fly really, Kerr-Bear.
Oh, and Bush failed to spell out a reasonable and detailed plan of action in Iraq?
Well, I think Kerry swigged a bit of the Chappaquidick-Chugger's coffee before coming up with that bit of brilliance. Didn't the clear plan of action involve ensuring that Al-Qaeda-"The Wall that must be torn down", didn't get WMD from Saddam or Zarqawi, getting the Iraqi's back on their feet and under a reasonably free government, and then going home.
Exactly what is missing in this detailed plan of action?
And why should Kerry care about the "families of the brave men and women serving in Iraq" when he slimed the memories of the brave men and women who served in Vietnam?
Sorry, this is a bit close to my heart.
