Perhaps Lucia Newman of CNN has a suggestion for the answer. In her report about preparations for hurricane Wilma she describes how, "On every block, there's a person assigned to take a census on who is being evacuated to which shelter, with special attention paid to the elderly and pregnant women." It sounds pretty good for hurricane preparations, but what she fails to mention is that that person takes that same census every day - in fact all day every day - whether there's a hurricane or not, and if you live on his block, he had better know where you are and what you're doing at all times. Its called population control. While Newman mentions that there is total, political and economic control, she fails to mention that there is also total (and absolute) population control. So maybe in that society a schizophrenic woman who has gone off her medicine can't murder her children in a psychotic fit. Maybe. And maybe not. But maybe at least that society would be more to Mayor Newsom's liking. Oh yes. Lucia Newman was reporting from Havana, Cuba.
How come the voices never say be good, go to work or help your fellow man.

I saw a little report about this on CNN last night. The headline they put up behind the commentator was "Tragic Drowning", which, while technically true, still struck me as an odd choice of words.
Kind of ironic, coming from him.
Wait, wait; don't tell me. Mother is unwed with three kids by three different men. Was pregnant at 15. Has been on welfare her whole life. Yes?
Newsom wrings his hands as he claims that he doesn't understand why the murderer didn't just drop her children off at one of the 43 Firehouses where no questions would be asked..
Duh!
When you create a culture where it is acceptable to just discard your children for no reason whatsoever why would you be surprised when people start tossing them in the Bay?
Pretty close, two different fathers and the first one at 17, and yes, lives in a shelter.
The woman was a head-case who'd been in a homeless shelter and gone off her meds. So let's add that into your list: why was she allowed to keep these kids under those conditions? Those are the sort of folks who used to be put into asylums, until it became "mean" to do such things. And yet, had she been institutionalized: a) she'd be taken care of; b) she wouldn't have gotten knocked up even once, much less three times; and c) we wouldn't be reading about this "senseless" tragedy.
But, alas, it's not "senseless" at all -- actions have consequences; and misplaced "compassion" often leads to innocents being harmed.

What I find most disturbing is the schizophrenic mothers family said the "government system" failed her!!!
Failed her! What about the family failing those three kids?!! What about the families responsibility, knowing she is schizophrenic and they SHOULD HAVE TAKEN GUARDIANSHIP OVER HER and forced her to have her tubes tied so she wouldn't have been able to have three, THREE children in the first place or even kept them in her custody! It wasn't and isn't the governemnts responsibility to monitor every individual movements behind closed doors or in front of open doors. Her family is negligent in allowing her to be reproductive AND left her in charge of caring for three children. That entire family is nuts.
