The Venezuelan government has made overtures to various countries about obtaining nuclear technology, according to U.S. officials, who worry that President Hugo Chavez might be taking the first steps in a long road to develop nuclear weaponry. A Bush administration official monitoring Latin America said the entreaties have included communications with Iran, with whom Venezuela maintains increasingly close ties.

Well, I think the "blackmail" option is out of date. One unfortunate fallout from the way we've handled Iraq vs. N. Korea is that those who have nukes don't get invaded.
But I don't think that's the issue for Venezuela. There's a vast difference in infrastructure and technical expertise between having a power plant and having the capability of producing weapons-grade plutonium. Probably far easier to buy a small bomb on the black market if you're interested in terrorism.
The real question is peak oil - and do their geologists suspect that they may be near peak production? Both Iran and V. going "nuclear" for domestic consumption makes sense in that scenario. The oil will be far more remunerative for export at that point.
Chavez is unquestionable demented. Anyone turning this idiot loose with anything that is or can become destructive should have his backside kicked up around his shoulders.

WASHINGTON (AP) -- Despite tense relations with Venezuela, President George W. Bush says it might be OK for the South American nation to have a nuclear reactor for peaceful energy uses.
