AFAIK, the overwhelming majority of federal enforcement activity in the WoD is against interstate and/or international drug trafficking. I'm sure there are anecdotal experiences of "personal growth"-level enforcement, but I doubt it happens very often.

I don't typically get involved in these threads but I have some experience with marijuana when I was younger.
Unless I'm mistaken, being a conservative means one wants smaller government along with fiscal resposibility. The US is spending an enormous amount on fighting the war on drugs. Many of our rights are going by the wayside in order for the government to pursue the war on drugs. Much of our money is spent in financing other countries eradication of drug crops. Much of our tax money goes to fund special drug task forces, prosecution and then upon conviction, housing marijuana smokers. I can think of better things to spend our taxes on.
I have never seen a violent potsmoker. I have never seen a potsmoker who was addicted to pot. In all of my 53 years I've seen only one person who smoked pot incessantly when he had access to it. He didn't go through withdrawal, he didn't go out and kill or rob banks or anything similar if he was out of pot.
I started smoking pot once in awhile starting at the age of 16 and quit at 22. I quit because I had gotten married and wanted to start a family. At the time there were scare tactics about pots potential to cause severe birth defects and I bought into that particular brand of hysteria so I quit. Two years later I gave birth to a perfectly healthy baby boy.
One of the biggest mistakes made by government was to put out so much hype about the effects of marijuana. It doesn't rot your brain, it doesn't cause you to lose control of your faculties, its affect is less than drinking to get a good buzz-on.
What pot does do is enhance the taste of food, it relaxes, it temporarily distorts depth perception, it can make people giggle and laugh over things that wouldn't be all that funny if they were straight, it can act as a tranquilizing agent in that while high one is somewhat apathetic about differing things. As soon as the high wears off all of these disappear.
I don't want the hard drugs to be legalized because those drugs can be dangerous not only to the user but to those around them.
How many millions of dollars could we save if everyone convicted of marijuana possession were released from prison. How many dollars could we save if the police were focused on crimes which affect others? I would even go so far as to advocate treatment on a first time offense for the hard drugs. Second time offense would mean strong jail time.
Making pot legal would help to reduce the criminal element associated with the production and sale of pot. We'd still have to contend with the criminal element for the other drugs but we're doing that now and rather unsuccessfully.
BTW, even if pot were made legal today, I wouldn't smoke it. I don't drink either. My personal choice even though I don't begrudge those that do responsibly.
