Now Brown is finally talking about the policy debate.
I've been pleasantly surprised by the straightforward, intelligent way in which Brown is handling himself. It's sickening to see the preening egomaniacs on the committee vie with each other to see who can be more personally insulting to Brown.
For wimpy Shays to refer to Brown as looking like a deer in the headlights is beneath contempt.

Shays didn't like Brown talking back to him.
Not only does Shays misapply the responsibility, he doesn't look at the enabling legislation and the role it give to the Stae and Local Governments to create and enact the plans.
I suppose he doesn't know that the initial request for FEMA help and disaster relief excluded their involement in the parishes of Orleans and the other parishes directly in New Orleans and was only amended to include them in a back-dated letter dated the 28th?
IOW's, Chris Shays is holding Brown responsible for NOT jumping the chain of command.
