Good gosh, Christopher Shays is amazingly dense.
Shays thinks it was the President's responsibility. When did Brown tell Bush the gov and mayor were incompetent? Brown exchanged e-mail with Card and others Saturday and Sunday(?). (Advised by counsel not to discuss; committee says he shared it with the NYT.)
Brown told them they needed help to get mayor and gov to order mandatory evacuation. Shays: wasn't the 28th too late?
How was FEMA helping plan to evacuate? (Huh?) How did FEMA coordinate the evacuation? (Huh? again!)
Is gasoline still flammable? last time I looked. Air drops - perfect!
Shays is correct about one thing, and it is what sunk Brown -- Brown is too much of a "operational" guy, follows the rules of law, follows procedure, follows process, but doesn't PUSH HARD to get things fixed when it breaks. He simply didn't push hard enough to correct the problems he saw with the local people.
Maybe it is unfair to expect him to be able to handle this incompetence, but that is what was expected, and Brown doesn't have a good answer for what happened. I think he hoped that things would go better, and it didn't. It wasn't his fault, but he didn't scream loud enough when he saw that things were going bad.

Shays asks if Chertoff denied FEMA's requests for money after the Hurricane Pam Exercise. The Exercise was in July of 2004. Chertoff wasn't sworn in until February of 2005. So much for Shays knowing anything about the department he helped create.

Shays now says Brown was incapable of doing the job, he takes great offense.

Shays: By the time the evacuation occurred on the 27th - it was voluntary and on the 28th it was mandatory. That blows me away. What did you achieve to have mandatory evacuation on the 28th.
Brown: To save lives.
Shays: FEMA Is supposed to be aware of the plan to evacuate. You're a coordinator. Your job is to coordinate. How did you coordinate the evacuation.
Brown: To urge the governor and mayor to order the evacuation.
Shays: That's how your coordinate? That's why I'm glad you left. You weren't capable to do the job.
Brown: I take great umbrage to that. What people miss is that FEMA did literally more in Hurricane Katrina than any other hurricane. Things worked in Mississippi and Alabama.

Shays: I want you to coordinate.
Brown: I talked to the governor and mayor and urged them to do their jobs.
Shays: That is talk. It'snot coordinating. Were you in contact with the military.
Brown: Yes. Saturday and Sunday.
