It's amazing what arranging for drivers and places to go ahead of time will do.
Hmmm - I think I'm beginning to sense a pattern here. FL (both this year and last), AL, MS, and TX are all red states which seem to have had far fewer problems than LA, the only blue state in the bunch.
they are much more useful when they aren't under water.
The drivers are allowed to transport their families out in the first trip. And they get to take their pets. Of course can't wait to hear the first complainers that the trip was hot and bumpy and smelly and no seatbelts and a dog peed on their shoe and the water they were given wasn't iced down properly and where's their $2000 and ...

It appears that, unlike New Orleans, Galveston at least has a mayor not given to puerile histrionics, as well as total ineptness in an emergency situation.
Actually NOLA had a plan to use city buses, but they didn't follow through with it, which makes it all the more a tragedy. they told people for years about the plan to evacuate the inner city with buses and then failed to deliver. In fact, NOLA had lots of plans, but many wound up being unworkable, such as the failure to assign drivers to each of those evacuation buses.
I don't get it.
