Generation upon generation of illegitimate births, with what statistics currently bear out regarding poverty levels for children of single parents, will render your life one of the desperation and squalor which seems to have been the situation for many who did not get out. You CANNOT legislate morality...even if you allow that there is such a thing and that it is NECESSARY. The returning survivors will get themselves, materially, better set up than they were before the storm AND within 8 years (my guess) they and their 'property' will be in the same state they were before the storm.

I was trying to be nice. I remember a study that was done with families in poverty and indigent families. They had been given new homes and furnishings. Social workers returned over time and found that even with washing machines and conveniences for the maintenance of the property, the families were still living in squalor. Trash piled up and not removed outside the door, dirty laundry thrown all around and dirt and filth in the kitchen. It's behavioral

Even if we could stop dealing with it, we'd still be spending somebody's money to deal with the consequences.
The folks I'd like to hear from are the teachers and administrators who run Department of Defense schools. Here in San Antonio, year after year, the school districts at Lackland and Randolph Air Force Bases consistently match or beat the richest school districts in the region.
Obviously, DOD cannot take over city school districts nor can they impose the same level of control and discipline over a city's residents as they rule over military people. But the military schools are composed of people drawn from every imaginable background and circumstance.
By looking closely at these success stories, I suspect there might be something useful to be learned about how best to spend other people's money when dealing with various kinds of poverty.
That's true, but for a long time those old folks who came here with nothing were tenants. When they were finally able to buy homes it was in the same area, but they always treated their rented homes in the same way that they took care of their own property. You have to live somewhere, and just because you rent, does not mean that you ought to live in squalor. It is a self respect thing more than anything else. That neighborhood was around steel mills and the people were Italian, Ukranian, Spanish, Hungarian, Greek, Serbian, Portugese, black, and others too.
Money must be spent but it needs to be more wisely spent. The government is not the place to get money wisely spent.
The military base school issue should be apparent. The child is from a family that is disciplined and professional.
One may enter the military from the ghetto or from a gated community. They will at least be exposed to sanitation, responsibility, behavioral standards. Some fail to learn enough and don't make it through boot camp. The rest go on to expect things from their children just as the military expect things from them.
Sure there are problem kids there too. But there are fewer due to parental involvement and expectation.
Ownership is not limited to possessions. I own my job,(I take responsibility for it), but I don't own the company.

Returning survivors aka victims is the key word and the reason the Mayor Nagging is so anxious to get them back to NO - cause if he don't have no victims then he don't need no train load of money from the feds.
Ownership can be taught but must be learned. I know people who don't even own their attitude because they feel they have no control, (victimentality). If you can't own your attitude, you are less than human.
He wants his voters back too. If they relocate, he loses his voter base.
Yes, it's behavioral, but it's not racial.
1. Go to really poor communities in Appalachia and the South, and you'll see the real meaning of white trash. I'm speaking from experience here: my grandfather was from eastern Tennessee. The village he came from showed very ugly stereotype about hillbillies you can think of, garbage everywhere, and the same social problems you see in the inner city. Admittedly not as many drive-by shootings as in the city, but lots of drug use and meth labs aplenty.
2. A hundred years ago the same kind of squalor could be seen in the Irish and Italian slums as you see in today's ghetto, less the drugs. Same murders, illegitimacy, drinking, filth, kids gone wild, etc.
3. Through some neighbors I've gotten to know recent immigrants from Liberia. Their houses and yards are flawlessly clean, their kids beautifully dressed and well-mannered, everyone doing well in school and at work, very upwardly mobile.
4. And while we don't hear much about it, there is a huge and growing black middle class and upper-middle class buying big houses and driving Mercedeses. Some of the suburbs of Washington DC are full of $700,000 houses occupied by successful blacks whose kids ride in horse shows. No trash in their yards, believe me.
