The returning survivors will get themselves, materially, better set up than they were before the storm AND within 8 years (my guess) they and their 'property' will be in the same state they were before the storm.
Returning survivors aka victims is the key word and the reason the Mayor Nagging is so anxious to get them back to NO - cause if he don't have no victims then he don't need no train load of money from the feds.
He wants his voters back too. If they relocate, he loses his voter base.
