I've looked into the eyes of the truly psychopathic and have had to deal with them. And I've had to deal with wannabes that try to use being psycho to fear and intimidate as a substitute for earning respect.
I could be wrong (it's only a mug shot) but this one looks like a punk wannabe that took it too far.
We should do our friends to the north a favor and send him back in a rubber jump suit with a zipper down the front.

"Bizzare" people presenting themselves for admission to the USA, especially those with human blood on weapons, should be locked up until they are intensively vetted.

I know this particular border crossing quite well. In fact, I've been there twice since 9/1 because my parents live about 20 miles away (on the NB side). My parents cross there a couple of times each week. None of us has ever tried to get a chainsaw past the guards, but now we know that they will confiscate them! ;-)
But you have to wonder -- did he walk through customs or did he drive and then ditch the car along the way before hitchhiking? And can you imagine anyone picking him up?? The thought boggles the mind. This border crossing is on a river. If he didn't have a car, he could have left the weapons behind and merely tried to swim across. It's not a very wide river.
But no, I have never seen this man, nor have my parents. And believe me, that face is definitely something I'd remember!

Bill Anthony, a spokesman for U.S. Customs and Border Protection, said Despres, who was born in Canada, could not be detained because he is a naturalized U.S. citizen and he was not wanted on any criminal charges as far as customs officials could tell. Policy as a substitute for case-by-case thinking (thinking is hard donchaknow).

"Bizarre" is a impossible to nail down, we spent millions in the 80's trying to define 'pornography' with no success. Putting a crime lab at every border crossing, or creating loopholes which would allow indefinite incarceration for day trippers is also impractical and illogical.
In the vein of never pointing out a problem unless one has a solution, It is more practical and defensable to institute a 'reasonable suspicion' definition similar to what law enforcement officals use and allow border agents to reject entry based on those standards.

Despres arrived at the U.S.-Canadian border at Calais, Maine, carrying a homemade sword, a hatchet, a knife, brass knuckles and a chainsaw stained with what appeared to be blood. Although U.S. customs agents confiscated the weapons and fingerprinted Despres, the border guards decided that he should be allowed to enter the country.
And we're all worried about the Mexican border?
