Up here in MA, we only have a mini-view of Katrina's wake. It's been on tv incessantly, but when you turn the tv off, you really can't comprehend the scope of the devastation. Your mind simply can't encompass it. The private sector is already hard at work, including many, many churches, but this requires federal help. It was no ordinary storm.

You have it wrong. The Constitution was not written to mean, whatever is not specifically prohibited is authorized; it was written to mean that whatever activity was not specifically authorized, was prohibited. Politicians tried to get around that from the beginning, but until the Supremes adopted the "Living Constitution" that was the way it was usually understood.

President Bush specifically proposed that all the "infrastructure" costs would be picked up by the Federal taxpayer, and implicitly seemed to promise that everyone else would not just be put back to their original condition, but through Federal programs and subsidized, it would all be "higher and better."

He also said the Federal government and the military need more power and authority in these type of situations, I'm interpreting that as meaning the President (or the military) can just bypass a state governor who doesn't do what the President wants.

traviskicks has some excellent quotations respecting the Constitutionality of this type of aid, you should read his posting.

For example, James Madison, the father of our Constitution, said, in a January 1794 speech in the House of Representatives, "The government of the United States is a definite government, confined to specified objects. It is not like state governments, whose powers are more general. Charity is no part of the legislative duty of the government."

** Perhaps this is what is bothering some people. Anyone who knows the history of the region knows this is true. First because of the institutionalised racism against black people and then the three decades proceeding the end of the Civil Rights Era. It's not liberal to say that either. I don't see where President Bush says what this freeper says but we're probably just reading it different.
