The senior senator from Louisiana returned to the Capitol on Thursday not just as a lawmaker but also, in her words, as "a daughter of the Crescent City."
The senator, Mary L. Landrieu, whose father was a storied mayor of New Orleans, whose brother is Louisiana's lieutenant governor, who walked her children out of her lakeside home expecting, correctly, that she would never see it again, was back in the Senate chamber, full of passion and rage at President Bush and what she called "the staggering incompetence of the national government."
Ms. Landrieu, a Democrat who was nearly put out of office in 2002 after Mr. Bush campaigned intensely for her Republican opponent, had mostly held her fire against the president in the aftermath of Hurricane Katrina. But her tone changed markedly on Thursday, with a 20-minute speech that was at turns poignant and defiant.
"We know the president said, quote, 'I don't think anybody anticipated the breach of the levees,' " Ms. Landrieu said. "Everybody anticipated the breach of the levee, Mr. President, including computer simulations in which this administration participated."
The senator went on to describe how the creator of Mr. Bill, the clay figurine whose cry of "Ohh noooo!" was long a staple of "Saturday Night Live," had used the character in public service announcements to warn southern Louisianians of the dangers they would face in an extraordinary storm.
"How can it be," she asked, "that Mr. Bill was better informed than Mr. Bush?"

Of course she won't place blame where it really belongs, which is on her own state and local governments. Her brother is Lt. Gov., and both of them have their own corruption and incompetence to hide.

The governor and mayor of New Orleans did not anticipate the breaching of the levees. If they had, they would've prepared for it.
Federal preparation was on par with the worst case scenario of a levee breach with assets pre-positioned. The lack of local preparation for the breach overwhelmed the Federal resources with their demands, and it took a little longer to get more assets moved into place to assist in the rescue and recovery to make up for the complete loss of local first responder cohesion.
Well if there are no people in her city to represent she shouldn't have a job!

If Mr. Bill knew the levees would breach, why didn't she, her father or her brother ever do anything about it.
Her family has been in power a long time, why wait for 2000 to solve the problem?

Then why didn't the mayor and governor see to it that everyone was evacuated? And why was it that when we heard from Mary Landrieu befor the storm hit all she had to talk about was how much they needed more money when it was all over. She didn't talk about evacuation before the levee actually broke, not that I heard.
Guess what, lady. That makes you part of the problem.

So she didn't know? Also the organization they hired to examine their evac procedures told them their plan was substandard (a few months ago after an exercise). More reason for her and the locals to have the buses getting people out as soon as possible and at the Superdome. All the while she's taken the pork and not spent it on the levee.

My guess would be they spent it on the next best thing: themselves.
