Political Issues Snarled Plans for Troop Aid

"WASHINGTON, Sept. 8 - As New Orleans descended into chaos last week and Louisiana's governor asked for 40,000 soldiers, President Bush's senior advisers debated whether the president should speed the arrival of active-duty troops by seizing control of the hurricane relief mission from the governor.

For reasons of practicality and politics, officials at the Justice Department and Pentagon, and then at the White House, decided not to urge Mr. Bush to take command of the effort.

Instead, the Washington officials decided to rely on the growing number of National Guard personnel flowing into Louisiana, who were under Gov. Kathleen Babineaux Blanco's control. The debate was triggered as officials began to realize that Hurricane Katrina exposed a critical flaw in the national disaster response plans created after the Sept. 11 attacks. According to the administration's senior homeland security officials, the hurricane showed the failure of their plan to recognize that local police, fire and medical personnel might be incapacitated and unable to act quickly until reinforcements arrive on the scene..."

To seize control of the mission, Mr. Bush would have had to invoke the Insurrection Act, which allows the president in times of unrest to command active-duty forces into the states to perform law enforcement duties. But decision makers in Washington felt certain that Governor Blanco would have resisted surrendering control of the military relief mission as Bush Administration officials believe would have been required to deploy active-duty combat forces before law and order had been re-established. While troops can conduct relief missions without the legal authority of the Insurrection Act, Pentagon and military officials say that no active-duty forces could have been sent into the chaos of New Orleans on Wednesday or Thursday without confronting law-and-order challenges......."

Once again I am reminded why I thank God daily that we have such a man in the WH. Even when I disagree with him or question his choices, I can always be sure that he is making his decisions based on his best information and a prayerful consideration of all options.

I heard it differently that they just let some go free. None the less if anyone can find an article with a definitive answer it would be nice. Numerous google searches turned up nothing.

Political correctness killed 3,000 fellow Americans on 9/11 and probably thousands more during Katrina.

I,m glad he didn't step in to the Dim's trap. But they are(of course) trying to have it both ways, so they will end up looking good. If Bush had stepped in and taken control, they would have spun it like. Look at Bush coming in and taking control away from us RATS. The ARROGANCE, and pushiness of those evil Republicans. Because he didn't step in ,and let the Governor go down in flames., they are now saying ''look what happened here,'' Why didn't you come in and save us? This is all your fault!......Blanco has stated to people close to her she needed time to think, when Bush offered her the Federal help, cause she thought that Bush might be trying to make a'' political move'' on her!(Take control away from the RATS!)

The president should address the nation and simply tell the whole truth about what happened.

Let things stay as they are . . . for now.  Just do a little patchwork damage control from time to time.

Once this sand storm blows over and the facts start fitting into place for all to see, I have a feeling the Dems and MSM will be greatly embarrassed by what they have said and done.

Nothing works like being right and standing on the high ground . . . if you are right and you are standing on high ground.

Yes. My question regarding that picture and the school buses is when were they supposed to have been used? On the weekend prior to Monday or when the hurrican came ashore or on Tuesday when the city was filled with water? I've never been exactly sure when it was proposed they be used.

According to the LA National Guard press briefing this afternoon, among other explanations, was a simple one.

No school bus drivers.

The dead citizens and the dereliction of duty by Blanco and Nagin adds up to the possibility of manslaughter charges against them both. But that could not happen until after Blanco was removed from office, if possible under the Louisiana Constitution.

I agree to that timing assuming they were going to evacuate the city. But Nagin didn't even try to make it mandatory until Sunday sometime.

It was bungled from the beginning it seems. They procrastinated once too many times and got bit this time. Remember on Monday night many including the MSM were so sure NO had dodge the bullet once again as they had in the past. But they didn't.
