In another development here in Texas, the Mexican army is crossing the border to bring help to New Orleans and its stranded citizens. This is the first time Mexican military troops have crossed into Texas since 1846, during the war between the United States and Mexico that resulted in Mexico losing the vast area now known as the American southwest. The Mexican soldiers will not be armed and the 35 trucks in the convoy will be loaded with blankets, water, food and mobile kitchens.
Mexican President Vicente Fox brushed aside complaints from some opponents who said he should have sought Congressional approval for the operation, saying that no such approval is needed for a humanitarian mission.
Among the 190 some participants in the convoy are doctors, nurses and engineers. The government of Mexico is also sending a navy ship with rescue vehicles and helicopters from the port of Tampico to the devastated coast of Mississippi.

Question: Is it legal for a foreign army to go into another country without permission? Wouldn't it be an act of war?

ARTICLE SNIPPET: "The trucks, carrying 195 unarmed soldiers, officers and specialists, were expected to arrive in Laredo, Texas, sometime early Thursday, the president's office said. From there they are to proceed to Houston, where they will apparently be used to produce water and hot meals.
The convoy included two mobile kitchens that can feed 7,000 people each per day, three flatbed trucks carrying mobile water treatment plants, and 15 trailers of bottled water, blankets and applesauce.
It also includes military engineers, doctors and nurses."

Fox has expressed concern that the 100,000 plus illegals in the affected area might be afraid to seek help from American officials, so he wants to provide them a safe source of assistance.
Help is appreciated, in spite of other issues with Mexico.
That sounds like 35 trucks that need a good going over by drug sniffing dogs.
Last I heard the number was 40,000 and I heard we already agreed not to hastle them till the crisis is over.
I dont want foreign troops on our soil.
Doctors, Nurses, Engineers? Who cares if THIS bunch stays?

When you don't have the jack for a phone call, a buss ride or even a newspaper, it's damned hard to look for a job.
And you have no idea what MEN and WOMEN would do after a week on a roof in the sun with no food and little water.
Have you been through a hurricaine, even with supplies?
Have you lived through the shock of losing literally everything you own, down to the pictures of your loved ones?
Besides which, my point was the need to get some cash to the trash, so they wouldn't start preying on the citizens of Houston.
17,000 of the 25,000 refugees have already left the Astrodome. It's the 8,000 dregs that are the worry.
