I remember Newt Gingrich proposing an annual government services atm card (worth 9k in cash) for every American....contingent on shutting down most bureaucratic operations. That was about 20 years ago.

I'd rather see them get something like WIC coupons. Stuff that can be used only for food or clothes. Although they will still be traded and sold for drugs, I think it's better than handing out cash for that reason. You can never make it crook proof.
