Not to mention that you paid the premium on that insurance policy - it was not a handout. But how many people will say, "hey, why bother with insurance if I'm going to be "covered" automatically?" "Flood insurance? have you seen the premiums? Why bother? Harry got a check from FEMA and he didn't carry flood insurance" etc. etc.

I'm even more sorry YOU weren't responsible enough to have enough savings put aside to take care of the family you voluntarily created in an emergency.It seems his $2K came from his insurance company.
So, the way I see it, if he bought insurance and the $2K was a claim on his policy, he did take care of his family. He got what he paid for. His $2K wasn't forcibly taken from some people and given to others who had no right of claim to it.

It's tax-free. I received a FEMA check (~$1500) in the wake of the Northridge earthquake. My apartment building was majorly tweaked and uninhabitale. The rent at my new place doubled.
