I am reading conflicting things about when Blanco called for the State of Emergency including this one:

but nowhere have I read that Blanco had to TELL Bush to help either.
I am with you. I am so sick and have such a heartache about those people in the Gulf Coast area (not just NO). But these attacks are not helping anyone and just make me sick!

Do we have a post just for the evacuation and emergancy plans for each state? I just found the emergency plan for TN and it was dated 1999. I guess it has not been updated since 2001.

Oh yeah, and since it's been proven that some of the NOPD were looting too, and not just taking food and water, I guess an order to the NOPD to shoot all looters would be an order to commit suicide.
