No government at ALL levels failed the people. In other words, government (that includes FEDERAL) is a failure. A few of us still think that Reagan was right when he said "Government is the problem not the solution." Of course, we have become a small minority among conservatives, who now worship at the alter of big government Republicanism.

Once again, bite the lip shead a tear and don't do a damn thinkg and the press eats it up. When it comes to Governemnt failures, Bill Clinton knows......from experience!
To be fair to the people in NO....some were elderly and were unable to evacuate....some stayed behind to help them...some stayed because they didn't have the money or transportation to move....there are a variety of seemingly sound reasons....
Of course, some stayed behind because they saw opportunity in others misfortune.....the criminals,looters and gang bangers who knew the police would be overwhelmed.
The order to evacuate came so late Fromm the mayor and Governor that only those with ready transportation could get out.....Airline, bus and rail shut down late Saturday early Sunday....
The failure was predominately local/state government. The Feds have a piece in this for not acting sooner once they saw the local government failure to recognize or respond. Yeah, they can lay the blame to an extent at the local level but the Feds could have preempted State government whenever they wished.
This isn't a critisim of Bush but the start of an evaluation of how we as a nation could do better the next time....and there will be a next time.

As for the buses not running, phone the "mayor" of NO. I encourage you to see the hundreds of school buses now swimming with the fish. You'll find the picture posted numerous times here.

A hurricane project, approved and financed since 1965, to protect more than 140,000 West Bank residents east of the Harvey Canal is in jeopardy.
The Clinton administration is holding back a Corps of Engineers report recommending that the $120 million project proceed. Unless that report is forwarded to the Office of Management and Budget, Congress cannot authorize money for the project, U.S. Rep. William Jefferson's office said Thursday.
On June 9, John Zirschky, the acting assistant secretary of the Army and the official who refused to forward the report, sent a memo to the corps, saying the recommendation for the project "is not consistent with the policies and budget priorities reflected in the President's Fiscal Year 1996 budget. Accordingly, I will not forward the report to the Office of Management and Budget for clearance."

In passing a $20.2 billion spending bill this week for water and energy projects, the House Appropriations Committee approved some significant increases in financing for several New Orleans area flood control and navigational projects.
The spending bill is expected on the House floor within the next two weeks...
The bill would provide $47 million for "southeast Louisiana flood control projects," $16 million for "Lake Pontchartrain and vicinity hurricane protection," $15.9 million for the Inner Harbor Navigation Canal Lock on the Industrial Canal in New Orleans and $2 million for "West Bank hurricane protection -- from New Orleans to Venice."
MOST OF THE PROJECTS RECEIVED SIGNIFICANT INCREASES OVER WHAT THE CLINTON ADMINISTRATION HAD PROPOSED (my emphasis). The exception: general flood control projects for southeast Louisiana, which remained at the $47 million suggested by Clinton. Local officials had hoped for double that amount.

The House approved Thursday a $23.6 billion measure for water and energy programs, with sizable increases for several New Orleans area flood-control projects. The Senate will vote Monday, but it may be a while before the bill is enacted.
President Clinton is promising to veto the annual appropriation for the Energy Department and Army Corps of Engineers, not because it is $890 million larger than he proposed, but because it does not include a plan to alter the levels of the Missouri River to protect endangered fish and birds.
In other words, REPUBLICAN Congresses during the 1990's funded hurricane protection projects in spite of Bill Clinton's objections.
Our illustrious former president thought it more important to protect some fish and birds rather than the citizens of Louisiana.

I think you are probably right.
I didn't want to start a new post (didn't know how, to be honest), but if Bill Clinton wants to criticize the federal government; get him to be a guest on Hannity and Colmes. If you didn't see the program earlier, try to catch it on the rerun. They had Sen. David Vitters(R)as a guest, and he proudly admitted he had given the government, FEMA, local and state governments an "F" for their reaction to Katrina. Hannity produced NO newspapers from 2002 warning about what needed to be done to protect NO, and predicting exactly what happened. Then he quoted Vitters political stats and asked what he had done about these warnings and if he gave himself an "F". It was interesting seeing him squirm after making such an asinine accusation. Brit Hume also made mincemeat of Bobby Jindal tonight. Both Jindal and Vitters are Republicans, but have been acting like politicians and not statesmen!
One of the main problems I have is that the larger the federal governmnet gets, the less responsible the state, locals and people become. It's unfortunate, but this entitlement attitude has permeated everything and everybody, creating a society that is completely dependent on others, especially government.
What's ironic is listening to some (like Newt Gingrich) who actually think the Federal Government needs, again, to be retooled and expanded to take on even more responsibility. I was really astounded to hear this from Newt since he has always been an advocate for personal responsibility.
Just from an economic perspective alone, the more we task the feds to do, the less resources that will be available to the states...those most intimately familiar with local problems. While the Feds obviously have a role to play, I don't want so large a federal government that it continues to release others from their responsibilities as citizens and local leaders. This is contributing to parts of the problem we see today.
The democrats needed a statedgy to get the souths vote. They can't lie and say they are for family values.
