To be fair to the people in NO....some were elderly and were unable to evacuate....some stayed behind to help them...some stayed because they didn't have the money or transportation to move....there are a variety of seemingly sound reasons....

Of course, some stayed behind because they saw opportunity in others misfortune.....the criminals,looters and gang bangers who knew the police would be overwhelmed.

The order to evacuate came so late Fromm the mayor and Governor that only those with ready transportation could get out.....Airline, bus and rail shut down late Saturday early Sunday....

The failure was predominately local/state government. The Feds have a piece in this for not acting sooner once they saw the local government failure to recognize or respond. Yeah, they can lay the blame to an extent at the local level but the Feds could have preempted State government whenever they wished.

This isn't a critisim of Bush but the start of an evaluation of how we as a nation could do better the next time....and there will be a next time.

You have a hurricane in the gulf. You're the mayor of New Orleans. The President says you need to follow your evacuation plan which has been in place for years. You as Mayor don't attempt to remove even the people in the nusrsing homes or hospitals. This is 48 hours before the hurricane strikes. Now who is at fault?
