Though her state has been devastated by Hurricane Katrina and thousands are believed dead in New Orleans, Louisiana Gov. Kathleen Blanco has yet to declare a state of emergency and refuses to cede authority over rescue efforts to the federal government.
"Shortly before midnight Friday, the Bush administration sent her a proposed legal memorandum asking her to request a federal takeover of the evacuation of New Orleans," the Washington Post reported in Sunday editions.

Gov. Blanco's office rejected the request, the paper said - concerned that such a move would be comparable to a federal declaration of martial law. The Louisiana Democrat has also failed to declare a state of emergency - in marked contrast to Mississippi Governor Haley Barbour and Alabama Gov. Bob Riley, who both issued emergency declarations before Hurricane Katrina struck.
State and federal officials also told the Post that Gov. Blanco did not reach out to a multi-state mutual aid compact for assistance until Wednesday - more than 24 hours after breaches in New Orleans levee system had flooded the city and killed thousands.

In addition to the NOLA tragedy, someone pointed out on the news that there are many miles of populated marshland between NOLA and the Gulf. Lot's of real estate for additional tragedy to unfold.

Tell me WHY Nagin and Blanco did NOT have a plan to remove/evacuate their people.
You still have yet to prove that the President is in any trouble.
It was up to the local government in Louisiana to execute an emergency plan.
What plan did they do?
Show me where Nagins and Blanco did any more than whine about how the Federal Government wasn't doing their jobs for them.

I only said he was in a lot of trouble because the White House is scheduling a second visit to New Orleans. The White House spokesman said that it was in response to criticism of the federal effort. Obviously, he wouldn't be making a second visit, if the p.r. weren't needed.

And you think Blanco behaved well? What part of Mississippi? Why , on Earth, have you decided to become Blanco's advocate?
Why didn't Blanco JUST implement the evacuation portion of the state's disaster plan? She didn't use her local assets to evacuate the people. She fell down on the job. When Hurricane Dennis was threatening Louisiana she slapped down a local Parish official and said she was in charge of "managing an evacuation." It was by her own admission, her job to manage an evacuation...she didn't do it. So please only spend time defending the defensible.
