Hurricane Katrina progression is observed by the Aqua and Terra satellites. Katrina hit land on August 29, 2005, near the Louisiana-Mississippi border. Katrina's center was located near the mouth of the Pearl River about 40-45 miles west-southwest of Biloxi, Mississippi and about 30-35 miles east-northeast of New Orleans, Louisiana. Given that they had three days warning and that it was 5 days before large quantities of food and water were deliveredto New Orleans and a secure atmosphere for disbursement was established it seems clear that this was slow - 8 days to get basic supplies in.

While I believe that there were problems at all levels I don't feel the need to say who gets how much blame. We can do that later.

You have to add the information from tomorrow's Washington Post story to the timeline:

Shortly before midnight Friday, the Bush administration sent her a proposed legal memorandum asking her to request a federal takeover of the evacuation of New Orleans, a source within the state's emergency operations center said Saturday. The administration sought unified control over all local police and state National Guard units reporting to the governor. Louisiana officials rejected the request after talks throughout the night, concerned that such a move would be comparable to a federal declaration of martial law.

Bush administration officials blame state and local authorities for what leaders at all levels have called a failure of the country's emergency management.

Behind the scenes, a power struggle emerged, as federal officials tried to wrest authority from Louisiana Gov. Kathleen Babineaux Blanco (D). Shortly before midnight Friday, the Bush administration sent her a proposed legal memorandum asking her to request a federal takeover of the evacuation of New Orleans, a source within the state's emergency operations center said Saturday.

The administration had sought control over National Guard units, normally under control of the governor. Louisiana officials rejected the request, noting that such a move would be comparable to a federal declaration of martial law. State authorities suspected a political motive behind the request.

I think that the evacuation problems were 100% the fault of the Mayor of NO., And the governor of LA. If it were not for GW and the NWS then even more people would have died.

However I also believe that a plan should be put in place so that the federal government can respond more quickly in the relief effort. I think they were kind of slow to get in there. It is ceartin that they could have got in there quicker to put down looting and barbarism, and even to pluck people out of there houses and move them to another place...even if it were a tent city. Of course the State would have to support this 100% or all bets would be off. I think it would be dangerous to say that responded quick enough, because they did not for whatever reason. We definately need a better plan and preperation to respond more quickly to this kind of disater. But one thing is for sure. You really can't blame GW for this one.

I'm lousy at bookmarking, so don't have the timeline item where the mayor fretted about the legal ramifications of calling a mandatory evacuation. Can you insert that little jewel?

But, but wait, Bush should have stopped the storm when it was off the coast of Africa. He only did a half a** job since it disappeared and then reappeared. If he were not on vacation he could have stopped it. John Kerry, Al Gore, or even better Hillary Clinton would have. /sarcasm

In all seriousness, good job on this.

Did anyone bookmark the warning from the NHC when Katrina hit Category 5? It was the most dire warning I have ever read, and I told my husband about it but now can't find it anywhere. Thanks in advance if you bookmarked it or can point me in the right direction to find it.

Interestingly, Van Heerden told Rita Cosby tonight that NO and State officials did an excellent job, but FEMA and the federal Govt. did a poor job.

He claims he briefed FEMA personnel in 2004 and some White House person and gave them the scenario of what happened with Katrina, but he said they ignored him.

He is blaming Bush and FEMA.

I do not agree, but that is what he is saying.
