Bush administration officials blame state and local authorities for what leaders at all levels have called a failure of the country's emergency management.
Behind the scenes, a power struggle emerged, as federal officials tried to wrest authority from Louisiana Gov. Kathleen Babineaux Blanco (D). Shortly before midnight Friday, the Bush administration sent her a proposed legal memorandum asking her to request a federal takeover of the evacuation of New Orleans, a source within the state's emergency operations center said Saturday.
The administration had sought control over National Guard units, normally under control of the governor. Louisiana officials rejected the request, noting that such a move would be comparable to a federal declaration of martial law. State authorities suspected a political motive behind the request.

I agree Torie. I will also add that the governor's E.O. that involved the buses dated 08/31/05, is a complete embarassment to the state. I counted. There were 262 school buses alone. Over 13,000 people could have been evacuated with them. And that's if they were used for one trip.
There were a lot of municipal buses as well.
While I did make some comment that I didn't think that everyone would have used those buses, it's particularly damning how man could and would have, if they'd been made available.
It's becoming quite clear that NO was about the only place where governments seemed to fail. That certainly makes the federal government look more innocent in my eyes.
If everywhere else was able to cope, NO should have been able to also. I know it's got special problems, but the mayor and governor could have minimized them, and they didn't.
I'm not as inclined to give those two a pass after noting the bus availability.

It's very clear the local and state authorities have been resistant to federal taking control.
They have balked at every step of the way, since the Katrina was on the horizon.
If you listen to or read what they locals have been saying all along, they let enough slip out that you can read between the lines.

With NOLA seemingly incapable and/or unwilling to find or provide that leadership, perhaps the 'locals' ought to put their 'southern' pride aside and think of the welfare of their citizens...
