Mandatory evacuation ordered for New Orleans (Please keep this post - BUSH ORDERED EVACUATION!)

Gov. Kathleen Blanco, standing beside the mayor at a news conference, said President Bush called and personally appealed for a mandatory evacuation for the low-lying city, which is prone to flooding.

"As a West Pointer, I've got to disagree with you about the Corps. I am 100% sure the District Commander has all the studies and reports that shows every weakness in the system and it's faults. I am also sure that was properly submitted to all needed parties.

I do understand your point. However, I lived in Vicksburg, MS for 7 years a long time ago. All of by neighbors seemed to work for the Corps. At the facility at Vicksburg they had a mock-up and simulation of the lower Mississippi river including the delta. I believe all of these issues were known years ago. My point was that allocating money to fix known issues is a political issue not a Corp issue. I also know that M&O and minor capital issues can be somewhat at the discretion of local command, but big ticket items such as the issues with the NOLA levee system isn't. They can only do what they can do with the resources allocated.

Do you have a URL for the original photo of the top down view of the bus lot (the one with the building included)? This is the first time I've seen this larger viewpoint and would like a source URL and hopefully larger image to work with. Thanks in advance.

West Point was the first Civil Engineering School in the US. The Corps of Engineers' "Birthplace" is traced to West Point. Typically the best and brightest go into the Corps of Engineers (I was a dumb grunt....) . That is why Congress made the Corps of Engineers, and not the navy, responsible for the nation's waterways.

I understand the majority of the Corps of Engineers is civilian and needs the money from Congress, but there is also a REASON in times of emergency that the Corps is linked to the military....

The mindset of the Corps 9 times out of 10 is correct, but when the 'boss' declares an emergency things change and it looks like it didn't this time .... if the Commander didn't ask for the needed troops (an army engineer battalion) and resources on Saturday night then he is wrong and his head needs to be on the chopping block. If he did ask .... then God help the person who said no...

After the levee was breached, REPAIRS STOPPED at night. WHY?

I don't know what efforts were made to shore up the levee before the breach, but once a levee is breached, the water on both sides WILL equalize. Continued shoring efforts may help a tiny bit, but would be about as effective as trying to battle a blaze in a 1920's film vault.

If the breach isn't plugged yes the water will and did equalize. This levee was on a canal coming from the lake. I am convinced that a heavy army engineer battalion could have plugged the canal and repaired the levee.

Levees may look impressive, but FWIU they are actually quite fragile. Once a levee starts washing over, it becomes weaker VERY quickly. I don't know exactly at what point people stopped working on the levees, but there comes a point where the amount of effort required to delay flooding by 'n' minutes becomes essentially exponential with 'n'.

If he had had the wisdom to move these busses - where would he have placed them; where was the high ground and when could they have been used to evacuate the city?

There are 4 parking garages around the Superdome that hold 5000 vehicles. And I also wonder why the Mass Transit buses weren't put there.

And that allowed him to send in troops to get the poor and sick out BEFORE the hurricane hit. It also allowed him to immediately send help when the levee broke . He did neither

FYI...found this story...don't know if it's been posted anywhere, but it's applicable to this thread, IMHO.

On Friday night, Nagin said he was alarmed about the storm's potential path and the lack of time to fully prepare for such a large storm.

Meanwhile, on Grand Isle, a Police Department dispatcher said late Friday afternoon that no special preparations had begun on the island.

Why do you think your government told you to stockpile your prescriptions, some water, and some food aruond Y2K and again in the wake of the 9/11 attacks?

People mock the Homeland Security warnings to have some provisions for yourself onhand.

People also mock the right to bear arms as a means of self-defense (it isn't about hunting squirrels and deer).

Things have been rotten for a long time.

No need to blame the president over this. My local government continues to misappropriate money. We have the 3rd largest medical center in the world, petrochemical industry, a major shipping port, and NASA's Mission Control.

But the locals are concerned about public rail, bike trails in the woods, and whether we can get a professional soccer team.

Do a search on here: "They had a Plan" It was on FR this morning. If you can't find it contact me again and I'll see if I can find it.

I made a copy of it for a relative, but don't have the name of the author on the article. This plan was revised in 2000 for NO in case of a hurricane.

FWIW, Houston retired the storm warning system years ago. They used to crank up the sirens at ever fire station once a month as a test.

Seems to me that is a good way to alert the public even if they have tuned out crappy radio and biased television. If you have unplugged from the media, just how are you supposed to know that you have been told "get out"?

I realize that some people will tune in as a storm approaches.

Again, this was part of "old thinking" civil defense systems. That got RETIRED.

We had good systems but didn't maintain them.
