With so many reports and stories over race and demographics in New Orleans, a demographic snapshot is in order to inject some facts into the discussions.
Ineach of the three data points below, the first figure is New Orleans, the second figure is Louisiana, the third figure is the USA average.

Wow! The percentage of males who never married in N.O is 43.7 % versus the USA percentage of 30.3%.
Females it is 38.6% versus USA average of 24.1%--they just don't get married much in New Orleans. A high percentage of people on welfare correlates with this fact.
Transportation to Work by Public Transportation:
13.7% for New Orleans versus the USA average of 4.7%.

And right you are in monocultural/monoracial societies, but not in multiracial/multicultural societies. In these latters the catalyst for rioting is often and primarily race.
FACT: there IS such a thing as evolution - proven by the fact that the unevolved NO ragtag are the ones lighting fires, shooting at helicopters, and wading thru the streets laden with suits-ripped-off-the-rack (with hangars) and teevee sets.

I as a caucasian was once the victim of an illegal firing based on race. I was told by a black judge that there is no such thing as reverse racism, racism is racism period.
You are absolutely and entirely incorrect on both points.
What "should" happen and what CAN happen are two entirely different things. Have you EVER tried to traverse some 200 miles of road blocked by fallen trees, power lines, phone poles, and water? Under those situations it takes a day to travel what would normally take a couple of hours, to do otherwise risks the safety of the recuerer and the relief supplies.
Additionally, New Orleans was NOT destroyed immediately after Katrina, it seemed as if New Orleans dodged a bullet and things would be normal again in a relatively short time. The Levee breaks occurred well after the storm passed and caused an emergency to turn into a catastrophe.
My second point is ENTIRELY relevant because the people of New Orleans who remained, the VAST majority of them were capable of leaving, either on their own or with a small amount of assistance from the city and the state. NONE of them, victims included, took any steps to remove themselves from the situation. They were absolutely content with the belief that the government should and would completely provide them with safety. Too many people remained that didn't have to, the fault for that lies with the Mayor, the Governor, and the individuals.
Demographics for a given city should be approached with caution; much depends on where the city limits line (or parish line, or county line) is drawn. How much "suburban" area is incorporated into a given city? I would surmise that the lines are close-in in New Orleans, and that the city contains relatively little suburban-type territory. Like Washington and Atlanta, also unable to annex suburban areas, New Orleans is a black-majority city, but with a high income, highly educated white minority. What's largely missing, in New Orleans, Atlanta, Washington, and other centercities is middle-class areas.
So, New Orleans (within the city limits, not the metro area) is two-thirds black. Why, then, does it seem that 99% of the SuperDome refugees; 99% of the looters; 99% of the armed, roving gang members; 99% of the people on roofs and bridges are black? Several reasons suggest themselves. Economics, of course: the mostly upper-income whites either lived on higher ground, and/or had the means to leave. But, to be politically incorrect, it should be noted that even under "normal" circumstances, crime rates among blacks are exponentially higher than crime rates among whites. Let me be blunt: if New Orleans had been a white-majority city, the instances of looting, murder, and rape would have been far lower.
None of this is to suggest that the folks in New Orleans should be left to their own. Heroic efforts to save them, both public and private, continue. But the race baiters and the poverty pimps are out in force, even among the Fox News anchors. And that's a shame. Any suggestion that responses are slower in black areas than in white areas is unfounded.
To tell us that there are more women than men! :)

You're right...I was only going by what I heard a few times, years back from a so called leader. Black people cannot be racist. because of oppression, only people against (minorities)blacks are racist.

When Bolsheviks rioted, they were led by educated Marxists sponsored by European bankers. This was politically driven.
When the Hutus rioted and slaughtered the Tutsis, one ethnic group slaughtered another ethnic group.
When Muslims rioted slaughtered 800 Hindus on trains, the Hindus returned the favor and slaughtered thousands of Muslims. This was religion against religion.
Poverty, class, lack of education are not the causes of riots. It is moral decadence that is the cause. Moral decadence is rampant among blacks after 40 years of the Great Society. Socialism and collectivism which create mobs are the root causes.
AND, 99% of everyone "interviewed" by "reporters" (i.e. trotted-out to perform in front of the cameras).
And it could depend on the nature of the question. For example, using public transportation to get to work does not mean the respondent doesn't own a car - it just means that they don't use a car to get to work.
The simple fact behind the level of this disaster seems to be that somebody (namely, the mayor and staffers) should have read the disaster plans, realized that the walls were designed to protect from a Category 3 or less storm, and been prepared to get people out.
All the planning in the world does no good unless and until custodians of the public welfare are prepared and trained to implement the plans at minimum cost in lives, human welfare, and money.
The local government in New Orleans, and the state, failed to do what was needed to protect the citizens. Eventually, voters get the government they deserve.
