The more they see "their people" suffer, the happier they are.
Bush has shown he can deal with a crisis when he has somebody on the ground (Guiliani) who inspires confidence and shows he knows what he's doing (or at least what he's trying to do).
Who's the face that inspires confidence here? It damned sure isn't Michael Brown. He was cowed by Katie Couric this morning to the point where he simply couldn't answer some of her questions. And he admitted that he was overwhelmed.
Everybody is overwhelmed. The handwringing has got to stop! The only thing that matters now is action, and reassurance.

This should have been done days ago. Of course, to a large extent, the criminal population and the incompetent dem admins of NO & LA are to blame, but nevertheless, the Feds should have seized control on Wed. at the very latest.
They needed to shoot a few looters at the start, that would have been a discouragement. They needed to realize you can't leave 25000 people in the superdome for days on end with no water, etc.
This whole situation is a complete disgrace.
I love Bush, but I think he has too much faith in other people at times.

Yes, and the Mayor of NO and Gov should have known that there were many poor people in the NO area that rely on public transportation. Why the he!! didn't they send busses around to provide evacation for them??? Fox just showed a ton of school busses under water - had they been used early on - many people would have been out of the city and the situation wouldn't have been as bad as it is now.
