28,000 National Guard troops are deployed to the disaster areas in Mississippi, Alabama, and to Louisiana, where SWAT teams are working to combat the looters and shooters in New Orleans. Additional 1400 National Guard troops are being deployed daily.

Shootings reported at a New Orleans hospital, rescue boats, and a military helicopter, while conditions continue to deteriorate at the SuperDome amid refugee deaths and chaos. Evacuation of New Orleans continues.

House Speaker Dennis Hastert has voiced serious doubts about rebuilding New Orleans with federal funds, while assuring the people of Louisiana, Mississippi, Alabama and Florida that the United States Congress stands ready to help them in their time of need. New Orleans Mayor C. Ray Nagin issued a "desperate SOS."

Doctors at two desperately crippled hospitals in New Orleans called The Associated Press Thursday morning pleading for rescue, "We have been trying to call the mayor's office, we have been trying to call the governor's office ... we have tried to use any inside pressure we can. We are turning to you. Please help us," said Dr. Norman McSwain, chief of trauma surgery at Charity Hospital, the largest of two public hospitals.

The Port of New Orleans is now open to shallow draft vessels. Congress is reconvening in an emergency session. International offers to assist the U.S. have been received from Russia, Japan, Canada, France, Honduras, Germany, Venezuela, Jamaica, Australia, the United Kingdom, the Netherlands, Switzerland, Greece, Hungary, Colombia, the Dominican Republic, El Salvador, Mexico, China, South Korea, Israel, the United Arab Emirates, NATO and the Organization of American States.

Shep was on Hannity radio this afternoon.

He said he wanted to give water to those asking for water, and it was tough, but hey, it was a matter of survival [meaning, he kept his water].

Those who heard it with better memories, can jump in, but that was the core of his response.

I have my crucifix right here. I only agree on the Sports remark. In football season there is just something about football fans that transends everything. It will be a very bad downer if there is nothing to root for and be positive about.

During the presser this afternoon it's pretty clear that FEMA views itself as a catering service for state and local governments, and not "in charge" in any conceivable way.

Snort. Greta Van Sustren just declared the Astrodome (yes I mean Astro) a disaster area and a powder keg just waiting to go off. I guess the Geraldo set is already laying the groundwork for the next "big" story. Why do I get the feeling that even if all the folks from New Orleans were given million dollar bank accounts and estates in Switzerland the press will be lamenting about how "...and NOBODY is telling them what to do!"

I think she is mad over Hastert's comment about needing to seriously review how to rebuild NO. He essentially said it would be stupid to rebuild a city that is 10ft below sea level.

It's hard to comprehend, but it looks like the city officials told them to assemble there, and then just forgot about them ever since. They said they haven't seen or heard a word since they were told to go there, and clearly no food or water drops either.

Not true. Picture of at least one drop is right here.

CNN reporter talking to National Guard commander. She said, "look at all the problems .... people upset and angry, rioting and looting, rapes, and people with guns". Then she asked the National Guard captin "how can you handle a situation like this?"

The national Guard captin said "we handled people like this in Iraq, and we can handle people like this here in New Orleans"!
