28,000 National Guard troops are deployed to the disaster areas in Mississippi, Alabama, and to Louisiana, where SWAT teams are working to combat the looters and shooters in New Orleans. Additional 1400 National Guard troops are being deployed daily.
Shootings reported at a New Orleans hospital, rescue boats, and a military helicopter, while conditions continue to deteriorate at the SuperDome amid refugee deaths and chaos. Evacuation of New Orleans continues.
House Speaker Dennis Hastert has voiced serious doubts about rebuilding New Orleans with federal funds, while assuring the people of Louisiana, Mississippi, Alabama and Florida that the United States Congress stands ready to help them in their time of need. New Orleans Mayor C. Ray Nagin issued a "desperate SOS."
Doctors at two desperately crippled hospitals in New Orleans called The Associated Press Thursday morning pleading for rescue, "We have been trying to call the mayor's office, we have been trying to call the governor's office ... we have tried to use any inside pressure we can. We are turning to you. Please help us," said Dr. Norman McSwain, chief of trauma surgery at Charity Hospital, the largest of two public hospitals.
The Port of New Orleans is now open to shallow draft vessels. Congress is reconvening in an emergency session. International offers to assist the U.S. have been received from Russia, Japan, Canada, France, Honduras, Germany, Venezuela, Jamaica, Australia, the United Kingdom, the Netherlands, Switzerland, Greece, Hungary, Colombia, the Dominican Republic, El Salvador, Mexico, China, South Korea, Israel, the United Arab Emirates, NATO and the Organization of American States.

In 8-10 weeks it will be cold here and these people are mostly Southern born & bred. It would be very hard on them.
Hopefully he's not going alone. Even the choppers are now afraid they will get attacked if they land. People are now beyond desperate due to the horrible inability of the Louisiana govt to get this under control from the get go.
No, not a crack, a smart and resourceful comment. That's exactly what they needed. Humans can survive for weeks w/o food, but only about 3 days w/o water. In those hot/humid conditions on a black rooftop with no shelter, perhaps less than 3 days. They needed rain. Hopefully a few less people will die if they collect some rainwater.

7:39 P.M. - AUSTIN (AP): Texas agencies will work to ensure Louisiana residents displaced by Hurricane Katrina receive food and health care benefits while in Texas.
The Texas Health and Human Services Commission said today its offices in some Texas cities will extend office hours to help refugees with Medicaid, food stamp benefits and other aid.
Pharmacies have received instructions on how to help Louisiana Medicaid recipients who need prescriptions filled in Texas.
Louisiana food stamp recipients can use their electronic benefit cards at large retailers such as HEB and Wal-Mart. The agency also is working to provide Louisiana clients of the Women, Infants, Children Program those benefits in Texas.
The Texas Department of Family and Protective Services also is helping place Louisiana foster care children, including 49 children from a New Orleans facility.
The Texas Department of Aging and Disability Services is working to find nursing facility beds. So far, the Texas agency has served more than 2,500 Louisiana families displaced by the hurricane.
7:29 P.M. - (AP): Louisiana Public Service Commissioner Jimmy Field says about 800 thousand people are without power and more than 800 thousand phone lines are out of service.
7:11 P.M. - (AP): The Internal Revenue Service is weighing in on the impact of Hurricane Katrina on both donors and victims.
It's reminding people who'd like to contribute cash to the relief effort to make sure the charities qualify for tax-exempt status. If so, then donors can deduct the contribution from their federal income taxes. The IRS is also setting up a hotline for hurricane victims, offering information on tax relief programs, tax return information and disaster tax loss kits.
It says those who've suffered personal and business losses in the storm shouldn't worry about tax deadlines or lost paperwork. The agency says anyone in the disaster areas who is sending correspondence or payments should write "Hurricane Katrina" in red ink at the top of any documents.
Not all of NO is below sea level and not all of it flooded. But when the next big quake hits San Francisco or LA, are we going to tell them not to rebuild because their area is an earthquake danger?
Nooo! Fact is, Cable and the networks are reporting first hand accounts from random people they are encountering on the street. It doesn't seem that they are making any judgment calls as to the viability of the rumors they are reporting. I hope FEMA is receiving it's information from personnel on the ground with specific knowledge, not someone who is afraid, thirsty, desperate, etc.... There is a place for the FNC/CNN/MSNBC 'human interest' stories, but as for using it for the allocation of critical assets -- I think not.
Just look at how excited the entire MSM (and frankly here at FR as well) gets with every new sensationalist story they get to report... J.C. I just listened to a description of the bathroom situation in the Super Dome... What does that matter? The press is not serving the public interest by fomenting despair across the nation for ratings. They should be providing information and protecting information (AQ road maps abound.. Think about it).
Outside of the WSJ, just where (especially on TV) are we seeing real news like:
1. Briefings on the national gasoline situation. How long until the relaxed EPA standards smooth out the supply problems areas are about to face? Just why was that decision so important to our current situation.
2. Current status of gulf oil/gas production. Can we please have an explanation why the national guard hasn't (or maybe it has?) escorted the engineers out to the evacuated refineries? Right now the Journal lists close to 1mm bpd of refinery production that has not been inspected due to the mandatory evacuation order.
3. While they are still evacuating thousands, close to a million fled and are looking now at what must at least feel like a total loss. What are the next steps they should be taking? What do they do if they don't have their documentation, and how can others help? How can people help family members that are now camped out in their living rooms?
This is a NATIONAL EMERGENCY -- not murder in Aruba, they should be using a public service test for every story they run. The public would reward them if they did so.

As I've posted earlier, this is not the case 40 miles outside New Orleans. Got a phone call that refugees/Americans were being dumped off in store parking lots, not given food nor water. Looting stores, private homes. Carjackings. Neighborhoods not affected by the hurricance are being looted and trashed. No food left in stores -- all looted. Neighbors starting/wanting to organize in order to protect themselves. There appears to be NO planning in the evaucation of many, many people -- even if they're able to be plucked from a housetop or fortunate to get on a bus -- no planning as to where these people should be placed. Texas can handle 50,000 evidently -- but there are so many more. According to caller, no law and order -- no national guard presence. His employer told him and his co-workers to go home and protect families.
