28,000 National Guard troops are deployed to the disaster areas in Mississippi, Alabama, and to Louisiana, where SWAT teams are working to combat the looters and shooters in New Orleans. Additional 1400 National Guard troops are being deployed daily.

Shootings reported at a New Orleans hospital, rescue boats, and a military helicopter, while conditions continue to deteriorate at the SuperDome amid refugee deaths and chaos. Evacuation of New Orleans continues.

House Speaker Dennis Hastert has voiced serious doubts about rebuilding New Orleans with federal funds, while assuring the people of Louisiana, Mississippi, Alabama and Florida that the United States Congress stands ready to help them in their time of need. New Orleans Mayor C. Ray Nagin issued a "desperate SOS."

Doctors at two desperately crippled hospitals in New Orleans called The Associated Press Thursday morning pleading for rescue, "We have been trying to call the mayor's office, we have been trying to call the governor's office ... we have tried to use any inside pressure we can. We are turning to you. Please help us," said Dr. Norman McSwain, chief of trauma surgery at Charity Hospital, the largest of two public hospitals.

The Port of New Orleans is now open to shallow draft vessels. Congress is reconvening in an emergency session. International offers to assist the U.S. have been received from Russia, Japan, Canada, France, Honduras, Germany, Venezuela, Jamaica, Australia, the United Kingdom, the Netherlands, Switzerland, Greece, Hungary, Colombia, the Dominican Republic, El Salvador, Mexico, China, South Korea, Israel, the United Arab Emirates, NATO and the Organization of American States.

This is showing my conservative bias (anti-government bureaucracy)...but could some of this be due to the EXTRA layers of red tape after FEMA became part of Homeland Security?

No....imho, there is absolutely no blame on FEMA....they come in AFTER tragedies...to help with the localities. There's no way that FEMA could micromanage each town/city/village/county in any state. That is the responsibility of local government....to establish a plan and have it ready to put into effect...the moment it is deemed necessary, by those who are elected. This is a total failure on the part of the mayor, the counties, and the Governor. States have state's rights...the President/Feds have limited powers to swoop into a state...Mayor Guiliani is the model of how to respond to an unexpected tragedy. Hurricanes are to be expected along the Gulf.

The State of Louisiana, and the Mayor of New Orleans have come up short, way short, of their paychecks.

You know the routine--batteries, radio, meds, insurance papers, WATER and FOOD--and told to be prepared to not expect help for at least 72 hours... I'm starting to get mad..."

I live in RI and at the first report of a blizzard or a hurricane everyone , and I do mean EVERYONE, is at the local Stop & Shop getting milk, bread ,and batteries. It came in handy during the Blizzard of "78 when the state was literally shut down for a week.

not sure, that was the caller to Oreilly last night who relayed that story. their hotel spent $25K to hire ten buses to come in and take alot of people in the french quarter hotels out, and FEMA comandeered them.

You know you guys (and Atlanta) always seem to get the tornadoes from the Gulf hurricanes. I remember Ivan was horrible! By the time it gets up here, it's usually wind & rain, although Katrina blowed pretty good up here.
