28,000 National Guard troops are deployed to the disaster areas in Mississippi, Alabama, and to Louisiana, where SWAT teams are working to combat the looters and shooters in New Orleans. Additional 1400 National Guard troops are being deployed daily.

Shootings reported at a New Orleans hospital, rescue boats, and a military helicopter, while conditions continue to deteriorate at the SuperDome amid refugee deaths and chaos. Evacuation of New Orleans continues.

House Speaker Dennis Hastert has voiced serious doubts about rebuilding New Orleans with federal funds, while assuring the people of Louisiana, Mississippi, Alabama and Florida that the United States Congress stands ready to help them in their time of need. New Orleans Mayor C. Ray Nagin issued a "desperate SOS."

Doctors at two desperately crippled hospitals in New Orleans called The Associated Press Thursday morning pleading for rescue, "We have been trying to call the mayor's office, we have been trying to call the governor's office ... we have tried to use any inside pressure we can. We are turning to you. Please help us," said Dr. Norman McSwain, chief of trauma surgery at Charity Hospital, the largest of two public hospitals.

The Port of New Orleans is now open to shallow draft vessels. Congress is reconvening in an emergency session. International offers to assist the U.S. have been received from Russia, Japan, Canada, France, Honduras, Germany, Venezuela, Jamaica, Australia, the United Kingdom, the Netherlands, Switzerland, Greece, Hungary, Colombia, the Dominican Republic, El Salvador, Mexico, China, South Korea, Israel, the United Arab Emirates, NATO and the Organization of American States.

I got confirmation that the 600 MPs are being sent to the convention center. Reports are that there are 15,000 people stranded there, so I'm not surprised it will take that in force to secure the area for aid and evacuation.

Was that the same black congressman who then criticized the President for asking his father and Clinton to head charitable relief?? Oh, he claims that we don't "pass the plate" when we have other disasters, it's up to the government. He was totally put out that we would be raising money in that way. Of course, if there was a charitable rock concert for anything else, he would be up there singing We Are the World!

They also had rail lines -- the impoverished and poor, the car-less -- could have been rapidly moved out on boxcars, gondolas, even flat cars. That is what would have been done had awareness of the size of the storm been known in say 1910. Today? There would have a foolish insistence on having (1) passenger cars (2) prepared terminals and camps of facilities where to take the refugees.

But just getting the people out of the storm area, of itself alone, should have been paramount.

Both NY and Florida had strong leadership at the city and state level to direct the flow of relief efforts. Louisiana apparently has none of that and the Fed lacks the local knowledge required to be effective.

Whether or not they should have, they didn't.

If you accept that, all else is clear.

It isn't really clear there is "incompetance" here, and I'm sure many FReepers could have done better - but resources are always limited, and officials all up and down for nearly three hundred years have made certain decisions regarding New Orleans that contribute to this disaster. Katrina herself contributed a mite, too.

Roads are open to the Superdome - the feds should commandere every school buss in the state to get rid of this spectacle NOW

And then find and string up the dumb SOB that did'nt have the slings for the sandbags ready to go last Tues. This is what flooded the city.
