28,000 National Guard troops are deployed to the disaster areas in Mississippi, Alabama, and to Louisiana, where SWAT teams are working to combat the looters and shooters in New Orleans. Additional 1400 National Guard troops are being deployed daily.

Shootings reported at a New Orleans hospital, rescue boats, and a military helicopter, while conditions continue to deteriorate at the SuperDome amid refugee deaths and chaos. Evacuation of New Orleans continues.

House Speaker Dennis Hastert has voiced serious doubts about rebuilding New Orleans with federal funds, while assuring the people of Louisiana, Mississippi, Alabama and Florida that the United States Congress stands ready to help them in their time of need. New Orleans Mayor C. Ray Nagin issued a "desperate SOS."

Doctors at two desperately crippled hospitals in New Orleans called The Associated Press Thursday morning pleading for rescue, "We have been trying to call the mayor's office, we have been trying to call the governor's office ... we have tried to use any inside pressure we can. We are turning to you. Please help us," said Dr. Norman McSwain, chief of trauma surgery at Charity Hospital, the largest of two public hospitals.

The Port of New Orleans is now open to shallow draft vessels. Congress is reconvening in an emergency session. International offers to assist the U.S. have been received from Russia, Japan, Canada, France, Honduras, Germany, Venezuela, Jamaica, Australia, the United Kingdom, the Netherlands, Switzerland, Greece, Hungary, Colombia, the Dominican Republic, El Salvador, Mexico, China, South Korea, Israel, the United Arab Emirates, NATO and the Organization of American States.

Yeah.. Reporters will have a field day leaking these things, but I think a lot of Americans will be more than understanding of the realities.

While the NHCs site does not state it, our Miami stations tell us that the names represent nationalities of those countries that are affected by Carribbean storms. Likewise the Pacific names represent the nationalities of the islanders there. So we have English, Spanish and French/Creole names...

Thanks, very interesting article. So even as far back as last year with IVAN they knew that they had a poor evacuation plan that would cost a lot of lives.

Sen. Landrieu and the Blank governor of Louisiana are examples of women that the far, far chauvenist right (farther than me) point to and say, see women can't handle the pressure of leadership. My God this woman(gov) was CRYING on t.v.!

Can't stay awake any longer. Just checked my hometown paper and am pleased to see that New Jersey is sending aid. Here's the link from NorthJersey.com (The Record, Hackensack, NJ) -- see y'all in the morning!

That is awesome, buickmackane...people are giving, helping and praying and it is good that the news is getting out. Overwhelmingly, people are good. Its hard to remember that sometimes but each of us can do our part and be so grateful for the help others can offer. It is definitely "roll up our sleeves" time.

Regarding the lack of planning for evacuation, I think, given the risk New Orleans has always been under, every parish should have had pre-determined locations where those without transportation would go to get on buses. They could have annual drills or at least hand out flyers every year or something reminding people of their closest evacuation station. A simple idea that could have saved a lot of time and confusion and perhaps encouraged more people to actually leave.

About 100 people have died at the Chalmette Slip after
being pulled off their rooftops, waiting to be ferried
up the river to the West Bank and bused out of the
flood ravaged area, U.S. Rep. Charles Melancon,
D-Napoleonville, said Thursday.

About 1,500 people were at the slip on Thursday
afternoon, where critical supplies like food and water
are scarce, he said. Melancon expressed serious
frustration with the slow pace of getting these items
to the people waiting to finish their journey to
safety.

Many of those at the slip were evacuated from a shelter set up at Chalmette High School that suffered massive flooding as the waters rose during Hurricane Katrina.

Melancon said people are being plucked out of their water-surrounded
houses, but the effort to get them out of Chalmette
and provide them with sufficient sustenance is the
problem.

While he did not directly criticize the Federal
Emergency Management Agency, Melancon said they are
ultimately responsible for making sure that people are
taken care of. “That is where the buck stops,” said
Melancon at a briefing at the state Office of
Emergency Preparedness.

People at the slip indicated that 100 people had died
since they arrived, although Melancon said he did not
know how they perished.

Melancon said he saw 300 people sent on a tug-boat
pulled barge to the Algiers landing, but there weren’t
any buses once they landed. A spokesman said the
governor’s office indicated they were eventually taken
out.

The congressman said he “hoped” that the plight
of people in St. Bernard wasn't being shoved to the
side because of the chaos in New Orleans.

“I hope that we will start seeing food supplies,” said
Melancon, who later added that he was told that trucks
of ice, water and food were eventually listed to the
slip.
