28,000 National Guard troops are deployed to the disaster areas in Mississippi, Alabama, and to Louisiana, where SWAT teams are working to combat the looters and shooters in New Orleans. Additional 1400 National Guard troops are being deployed daily.
Shootings reported at a New Orleans hospital, rescue boats, and a military helicopter, while conditions continue to deteriorate at the SuperDome amid refugee deaths and chaos. Evacuation of New Orleans continues.
House Speaker Dennis Hastert has voiced serious doubts about rebuilding New Orleans with federal funds, while assuring the people of Louisiana, Mississippi, Alabama and Florida that the United States Congress stands ready to help them in their time of need. New Orleans Mayor C. Ray Nagin issued a "desperate SOS."
Doctors at two desperately crippled hospitals in New Orleans called The Associated Press Thursday morning pleading for rescue, "We have been trying to call the mayor's office, we have been trying to call the governor's office ... we have tried to use any inside pressure we can. We are turning to you. Please help us," said Dr. Norman McSwain, chief of trauma surgery at Charity Hospital, the largest of two public hospitals.
The Port of New Orleans is now open to shallow draft vessels. Congress is reconvening in an emergency session. International offers to assist the U.S. have been received from Russia, Japan, Canada, France, Honduras, Germany, Venezuela, Jamaica, Australia, the United Kingdom, the Netherlands, Switzerland, Greece, Hungary, Colombia, the Dominican Republic, El Salvador, Mexico, China, South Korea, Israel, the United Arab Emirates, NATO and the Organization of American States.

SACRAMENTO (KRON) -- Gov. Arnold Schwarzenegger signed an order Thursday ordering the California National Guard to deploy to states affected by Hurricane Katrina.
The Governor signed General Order 2005-01, ordering the Adjutant General of the California National Guard "...to call into Active State Service such forces of the active militia that are needed to respond to this emergency."
The California National Guard is deploying more than 500 troops along with their equipment to support relief efforts already underway. Troops will help provide security, communications, cargo airlift and humanitarian aid.
"The State of California will do everything in its power to assist our fellow citizens suffering from the effects of Hurricane Katrina," Schwarzenegger said. "This is a disaster of almost unimaginable proportions and it is our duty to reach out to those states that need our help, just as they would aid us in our own time of need."
The deployment is composed of a security force that includes over 100 members of the 870th Military Police Company, a multi-purpose security force of over 400 personnel drawn from both the 2/185 Armored Battalion and the Air National Guard and a Special Forces A-Team from the 5/19 Special Forces Group.
Officials anticipate additional requests for support personnel as the disaster relief effort continues.

And about half of California's water supply depends on a levee system far more fragile than that of New Orleans - in the Sacramento Delta. It could be taken out by a moderate earthquake or a real good storm, and we had one of those 50 years ago which almost brought down the Golden Gate Bridge - my father drove the next to last car across it to the north before the Bridge was closed from swaying too dangerously.

It's true that many people will never face reality. But listening to the announcements (granted, from a distance), I didn't feel there was much urgency or that the city really thought it was worth bothering with. In addition, I don't understand how a "mandatory" evacuation order could have left behind thousands of people in such a relatively small city.

All I've been hearing all day is that the boats turned back because of the violence.
Her Lt Governor is Sen Landrieu's brother and her head of State Police is another ditzy woman. Mary Landrieu seems to be her advisor. Keep it all in the family but then Landrieu was elected in a rigged election.
My understanding from the article was from the superdome to the astrodome.

Chaos was Miami last Friday as 770,000 customers out of 900,000 in the county were left without power. No lights, no traffic control, no groceries,no fast food and at my house no AC, no refrigeration for my food.(Cooking was still there due to gas). We got updates via battery operated radio and TV, which we used sparingly. At night, my son and I played board games by the candlelight. A PC was really the least of my worries. I was more worried for my elderly parents who were sweltering in the 93 degree heat. Andrew taught me that one can live without power, we did for a month a half. You get creative, as I even learned to bake potatoes on a grill..
Loss of power is nothing compared to the loss of a house and all of your belongings as we are seeing in the Gulf...
A tradition that should be followed by the mayor and the governor.

There's really no such thing as a "mandatory" evacuation; nowhere on the coast has anyone ever tried, or even planned for, forcing people out of their homes at gunpoint.
