Hurricane Katrina made landfall today at 6:10AM CDT, and she continues to drive northward into Mississippi and Alabama. Several local radar sites are down. Tornado and flash flood watches and warnings are widespread.
President Bush has declared major disaster areas, clearing the way for federal aid.

I doubt the lake is rising, because there isn't a storm to push it. But sounds like water is either overtopping or (even worse) seeping through the levees.

That sounds like a bit of overkill from what I've been able to learn, but better safe than sorry, I guess. Consuming that amount of chlorine bleach over a lengthy period of time (months or years) can't be healthy, but it's sure healthier in the short term than cholera, typhoid or e. coli.
Chlorine evaporates easily, and I suspect boiling the water will then cause most, if not all, to dissipate. I'd let the water set with the chlorine for about 10 minutes so it would get a chance to work, first, then boil.

What about from rains up north? What feeds the Lake? If it is eroding the levee... well, probably not. What they need is a few days of this San Antonio heat, and they will be dry in three days.
