You are correct.
They are tourists from other countries who were stranded, one woman was a manager of a housing building and brought along 25 residents, lots in wheelchairs, several with babies under a year, those who spend more time trying to make it day to day and don't grasp the danger, and those who are just too poor or too scared.
The folks you want to scoff at are in the French Quarter partying - not the ones dragging along their lives belongings stuffed in a bag waiting for several hours to get inside. These people were let down by their elected officials.

The cat 4 hurricane that hit Galveston Texas on Sept. 8, 1900 resulted in a loss of over 8,000 people. Still the largest disaster in human loss in the U.S.
New Orleans will take a huge hit but there are probably some fairly sound structures that will survive the wind. The water maybe the most deadliest part.
There are a lot of people hunkered down including, police, emergency people, hospitals, utility people, etc. I'm hoping they are safe for the night. Then the recouperation efforts become important to get people out, food in, etc.

Insurance Prices in the area SUCK BIG TIME. Prolly can't afford the insurance.
Speaking from last year's experience with hurricanes, I can tell you that when you haven't been hit with one in decades, you forget all about how much damage they're capable of inflicting. You also tend to get the "It won't hit here, it'll turn and go somewhere else" attitude.
Once a major hurricane hits your area directly, it all comes back very quickly.

I had much rather "eat my words" instead of telling you "I told you so". I have been through a few of these and they scare me to death.
He was on paternity leave for 2 or 3 weeks, he just returned to work this week or last.

the Hurricane is heading DIRECTLY for that hub at the moment (I believe it is something around 20 miles east of NO)....

Told my husband what you said, and he told me to tell you to notice the difference between the structure of a mushroom and the design of the Superdome. The mushroom has a wide stem at the center "holding" it down.
The Superdome doesn't. I hate to see us "experiment" with this structural design with 20,000 people in it.
