Did you ever read the ARMISTICE that ended the Gulf War? (I'm sure you haven't.)
It listed many things that Saddam could not do, without getting himself re-invaded. Little things, like not shooting at our planes, allowing weapons inspections.

Iraq broke 17 UN resolutions.
The ONLY reason we didn't go into Baghdad and finish Saddam off under President Bush the elder is because we had promised the UN and France and Germany et al that we wouldn't do so, in order to get that coalition together.

Isolationism has been superseded by weapons of mass destruction. The oceans don't provide the protection they once did. And it will take just one deranged jihadist with the right weapon in his hand to kill hundreds of thousands or millions. Sitting on our arses and hoping for the best is not a working strategy today. We have to kill them before they get to us.
